*The Recruitment Range For This Position Is $67,852 - $99,631*This position serves as the Operations Manager for the North Carolina State Laboratory of Public Health (NCSLPH) and directs the non-technical programmatic activities, including administrative, financial, logistical, and facility management functions of the NCSLPH to ensure the laboratory operates in an effective and efficient manner and complies with applicable federal, state, and Department of Health and Human Services (DHHS) requirements. The Operations Manager is responsible for directing, planning, and evaluating NCSLPH programmatic needs based on assessments of administrative requirements, legislative mandates, NC Administrative Code, technological advances, and areas emphasized by NCSLPH clients related to the delivery of testing, training, and consultant services.The Operations Manager, working with the Laboratory Director and Assistant Directors, will monitor the execution of programmatic goals and objectives for the State Laboratory and ensure that resource allocation and operational priorities are supportive of and consistent with the NCSLPH mission. Duties include, but are not limited to:
- Act as the NCSLPH liaison to the Division of Public Health (DPH) for fiscal and logistical activities.
- Oversee NCSLPH budget including billing and collection of laboratory-generated receipts, test fees, specimen kit sales, Medicaid, appropriations, assorted grants, and other sources of revenue.
- Supervise all accounting activities for the laboratory.
- Provide efficient coordination of all laboratory purchasing related to facility operations, administrative tasks, and clinical and environmental testing.
- Direct logistical warehouse and mailroom operations.
- Provide oversight for fixed asset management including equipment repair, maintenance servicing, and replacement.
- Serve as Facility and Security Manager for the District Drive facility.
- Coordinate SLPH, OCME, and DPH IT issues with the Department of Administration Facility Management and the DHHS Property and Construction for all facility use and maintenance issues.
