Under the direction and oversight of the Director-Operations Control Center, the Operations Control Center Supervisor is responsible for safe, efficient, and reliable daily operation of the Operations Control Center (OCC) in accordance with NCTD requirements and procedures and applicable federal, state, local, and regulatory laws, rules, or guidelines. Distinguishing CharacteristicsThis role demands the capability to effectively handle high-pressure safety oversight and management tasks, prioritize various duties logically, and supervise employees to ensure the safe and efficient movement of passenger, commuter, light and freight rail. This role is characterized by its responsibility and authority to directly coordinate communications and management between Bus and Train Dispatchers, operations, safety, and security staff during revenue service, as well as oversee the management of accidents, incidents, and service disruptions. This role is designated as Safety-Sensitive in accordance with Federal Railroad Administration (FRA) and Department of Transportation (DOT) regulations and will participate in a random testing pool under those guidelines.Supervision Received and ExercisedThis position reports to the Director of Dispatching Operations - Rail and has direct supervisory responsibility for Dispatchers and Assistant Dispatchers. This position will also provide oversight and guidance to other NCTD and Contractor staff located in the Operations Control Center. This position requires the ability to understand, comply, and enforce regulatory requirements and standard operating procedures in a comprehensive and consistent manner. Further, this position participates in the sharing of expert knowledge as a vital member of various project teams.Working ConditionsNormal working conditions for this position are in both an office and field setting. The OCC Supervisor must be able to work assignments as directed by the Director of Dispatching Operations – Rail, which include all hours of the day, seven days per week, including holidays. Business travel may be required periodically between District sites, governmental agencies, consultants' facilities, and other locations as required.Essential FunctionsDuties may include, but are not limited to, the following:
- Responsible for oversight of NCTD's OCC which supports service management for transit operations.
- Issues safe and clear instruction to other leadership and critical front-line personnel throughout their daily tour of duty both verbally and written without error.
- Required to execute and protect all aspects of the operation, while having the leadership, resolution and vigor to detect, protect and immediately resolve errors or anomalies.
- Coordinates activities and identifies patterns to improve and mitigate the impact of service disruptions.
- Ensures that all rules, regulations and instructions are complied with in accordance with the Federal Railroad Administration (FRA), Federal Transit Administrations (FTA), California Public Utilities Commission (CPUC) and NCTD policies and procedures.
- Supports compliance and timely execution of standard operating procedures, emergency plans, and special instructions.
- Coordinates with the Drug and Alcohol Administrator to conduct post-incident, reasonable cause, and random drug screens per 49 CFR Part 219.
- Assists in the training of Dispatching personnel, including the management and maintenance of territory-qualification records.
- Participates in efficiency testing per 49 CFR 217 for Train Dispatchers and administers the necessary actions to improve performance.
- Supports Information Technology in the management of the Train Management Dispatching System (TMDS) and Positive Train Control (PTC) System.
- Required to become a qualified Train Dispatcher in order to cover vacancies, as needed, due emergency staffing shortage or other critical situation.
- Supports the planning and management of work windows and special projects.
- Assists in hiring, supervising, reviewing and disciplining subordinate staff as needed and in accordance with District policy.
- Perform other related duties as assigned.
Education/Experience
- Minimum of five (5) years professional experience working in the rail, bus or aviation industry.
- Minimum two (2) years prior experience working as a Train Dispatcher preferred.
- Bachelor's Degree in a transit related field considered.
- A combination of experience/skills and education to fulfill the requisite knowledge, skills and abilities for this position may be considered. Preference will be given to previously qualified Train Dispatchers, candidates qualified on operating rules, particularly GCOR, and those who have been in positions of demonstrated leadership whose functions were safety, transit or military operations related.
Certificates/Licenses
- Must be General Code of Operating Rules (GCOR) qualified or become GCOR qualified within 30 days of hire date
- Must become qualified on the Train Dispatcher Manual (TDM) within 30 days of the hire date.
- Must become qualified to work as a dispatcher on the San Diego and Escondido Subdivisions within six months of hire date.
- Must become a qualified testing officer under 49 CFR Part 217 within six months of hire date.
- Must complete all education pertaining to Incident Command System (ICS), National Incident Management System (NIMS), and California Standardized Emergency Management System (SEMS) within 3 months of hire date.
- Possess and maintain a California driver's license, Class C, and a satisfactory driving record for the last five years.
- Maintain compliance with the District's policies regarding Conflict of Interest and Ethics.
General Requirements
- Qualified candidates must be able to work self-directed and communicate with multiple internal and external parties to ensure the success of passenger and freight movement.
- Ability to coach, train, teach and enforce rigid protocols, safety rules and other special instruction to personnel as related to the operation and aligned with FRA, FTA, CPUC and NCTD policy and procedures.
- Have demonstratable experience with computer-based applications, including Microsoft Office Suite.
- Strong knowledge of railroad operating rules (GCOR), Train Dispatcher (TDM) guidelines, Positive Train Control (PTC) procedures, Computer Aided Dispatching (CAD-TMDS) system procedures, and Federal regulations (CFR).
- Ability to learn and apply the procedures and operation of radio and other operational communication systems.
- Experience with track bulletins, general orders, special instructions and other forms of operational updates.
- Ability to give and take direction.
