Summary

We are seeking a highly motivated Program Manager to join our team at Picatinny, NJ, pending contract award.

Responsibilities

  • Engage with Senior Leadership and all other Army commands including Picatinny Arsenal to participate and assist with drafting programmatic documentation of assigned PD JS Projects regarding technologies, concepts, and/or systems in the investigation of relevant technologies and solutions with application to requirements.
  • Coordinate Senior Level Officials during site visits and meetings at Picatinny Arsenal, Government Owned Contractor Operates (GOCO) Army Ammunition Plant (AAP) facilities, Army Headquarters in Washington DC area, and Rock Island Arsenal organizations located in Rock Island IL. Provide PD JS firsthand feedback to include agenda, minutes, action item lists, and summary of information obtained during the site visits and meetings.
  • Perform strategic planning, budget analysis, research analysis, and technical assistance in support of PD JS programs including workload modeling, fact finding, and efficiency studies.
  • Participate in technical meetings, reviews, and discussions.
  • Track internal and external suspense's and/or taskers routed through the PD JS.
  • Compile, organize, analyze, and report program information in compliance with JPEO A&A requirements.
  • Support the Industrial Committee of Ammunition Producers (ICAP) Webinars and meetings, including action tracking and coordination with NDIA to set up meetings and inform invitees.
  • Attend and prepare minutes for staff/Integrated Project Team meetings, teleconferences, and meetings with industry and other organizations.
  • Manage and track internal and external suspense's and/or taskers routed through the PD JS.
  • Provide technical writing support for reports such as Congressional responses, modernization/strategic plans, operating procedures, and process schematics.
  • Serve as daily interface between PD JS and JPEO A&A staff at HQDA, Army Acquisition Executive (AAE), ASA(ALT), and other officials, ensuring up-to-date awareness of planning and programming actions, evaluating data, and providing accurate responses to inquiries from OSD, OMB, JCS, Congress, and other agencies.
  • Assess program achievements and effectiveness, review documentation, develop supporting documentation, and evaluate impacts of policy, program, and budget changes.
  • Coordinate and develop support for funding requirements, prepare and review program documentation, support strategic portfolio reviews, and monitor programs for compliance and executability.
  • Furnish information and recommendations in response to inquiries, prepare and deliver briefings and information papers to various stakeholders.
  • Support PD JS and JPEO A&A at conferences and meetings with key officials, providing staff support as needed.
  • Monitor Army material acquisition policy, analyze trends and policies affecting PD JS and JPEO A&A, and recommend courses of action.
  • Support discussions on acquisition strategies with Project Managers, attend reviews and meetings to stay informed, and provide early problem identification and solutions.
  • Required Qualifications & Experience

    • Active Secret Clearance
    • Bachelor's degree in Business, Accounting, Finance, Mathematics, or Economics, or 4 additional years of related experience in lieu of degree
    • Minimum of seven (7) years related experience
    • Extensive knowledge of Military structure/operations and technical background
    • Willingness to travel as needed
    • Strong written and verbal communication skills
    • Exceptional leadership skills
    • Proficiency in MS Office, with advanced Excel skills
    • Excellent analytical and problem-solving skills
    • Ability to work independently and as part of a team
