Salary: $45,000.00 - $50,000.00 Annually Location : Franklin County Weed Board Job Type: Full-Time Non-Barg Job Number: 202400110 Department: FC Noxious Weeds Opening Date: 07/30/2025 Closing Date: 8/27/2025 11:59 PM Pacific Description The Office Manager/Inspector works under the guidance of RCW 17.10, County policies and procedures, and the policies set by Franklin County Noxious Weed Control Board of Directors. This position oversees office operations, assists with public outreach and education programs, and provides hand-on field assistance in the management of noxious weeds. Examples of DutiesESSENTIAL FUNCTIONS OF THE JOB
  • Interacts with the public and agencies to administer state noxious weed law as prescribed in RCW 17.10
  • Assists with budget planning, monitors expenditures, and performs department fiscal functions ensuring alignment with department goals and objectives and in compliance with Franklin County standards and practices.
  • Monitors, reports, interprets, and communicates new trends, innovations, or changes to federal, state and local rules, laws, appeals, regulations, codes, and ordinances as they relate to the assigned areas and responsibilities and assists with changes to written policies, procedures, manuals, forms, workflow documents, recordkeeping, facilities, or equipment to ensure efficiency, effectiveness, and compliance.
  • Manages the creation, development, and maintenance of systems and records including files, lists, logs, and other recordkeeping systems utilizing computerized and manual systems that provide for proper evaluation, control, and documentation of assigned operations and employee records according to current department and County practices.
  • Participates in Noxious Weed Control Board's office staff selection activities, provides recommendations on candidate selection, employee promotion, transfer, and discipline as requested.
  • Operates and maintains vehicles and spray equipment, applies herbicides, and disperses biological agents in the management of noxious weeds. Assists landowners in identification and control of noxious weeds. Records noxious weed infestations in field notes and updates relevant data using database applications.
  • Pursues self-development and continuing personal development of skills and knowledge by attending on-going educational workshops, reviewing professional publications, and establishing personal networks.

  • Proficient knowledge, interpretation, and application of Franklin County business and financial acumen, County and department policies and procedures, as well as federal, state, and local rules, laws, regulations, legislation, codes, and ordinances as they relate to areas of assignment.
  • Proficient knowledge in principles, practices, procedures, techniques, terminology, and related tools and technology as they relate to area(s) of assignment.
  • Proficient skills in troubleshooting and resolving issues or problems by analyzing information, identifying alternative solutions, interpreting compliance documentation, projecting consequences of proposed actions and implementing recommendations in support of goals.
  • Proficient time management and mental and physical organization skills that support the ability to focus, have clarity, and use strategy to fulfill a variety of tasks successfully.
  • Proficient skills in operating the tools and equipment used in performing essential functions of the position or assigned area.
  • Proficient skills in data entry, typing, and in the following programs or systems:
    • Microsoft Office Suite, GIS Mapping software, and the internet for research, and the ability to learn and develop skills in the current County-wide enterprise resource planning software.
  • Ability to write and speak clearly and concisely, to express ideas and recommendations effectively orally and in writing, and communicate department, technical, or industry information, policies, requirements, and procedures in a language understood by co-workers and the general public.
  • Ability to adhere to stated policies and procedures relating to health and safety, and quality management.
  • Ability and willingness to establish and maintain communication and working relationships with peers, representatives from other agencies, vendors, public officials, and the general public using courtesy, tact, and discretion.
  • Ability to work independently and take advantage of opportunities, organize and prioritize several ongoing and frequently changing assignments to meet deadlines, and communicate changes and progress to supervisor and staff, remaining calm during emergency situations.

  • Constantly: outdoor weather conditions and office environment, and outdoor temperatures ranging from 1 degree in the winter to over 100 degrees in the summer.

Typical Qualifications REQUIRED EDUCATION AND EXPERIENCE
  • Associate's Degree in Business Management or related field.
  • Three years of progressively responsible office management experience.

  • Any combination of education and experience which would provide the applicant with the desired knowledge, skills, and abilities required to perform the job.
PREFERRED EDUCATION AND EXPERIENCE
  • Experience working in an agriculture environment.
LICENSES, CERTIFICATES, AND OTHER QUALIFICATIONS
  • Employment at Franklin County is contingent upon the results of a background check and eligibility for coverage by the County's liability insurance carrier. Depending upon the position, background checks may include personal and professional references, social security verification, education and professional licensing verification, financial history, and criminal history.
  • Pesticide Operator License or ability to obtain within six months of hire.
  • Valid driver's license to operate a vehicle for County business.
