JOB SUMMARY

As a vital member of the Leasing and Compliance team, the Occupancy Coordinator will report to the Assistant Director of Occupancy. This role is essential in ensuring a high occupancy rate across properties managed by WSFSSH, while adhering to Low Income Housing Tax Credit guidelines, subsidy regulations, and equal housing opportunity laws.

JOB DUTIES & RESPONSIBILITIES

  • Assess and analyze occupancy rates across the portfolio to determine the volume of interview and appointment notifications needed.
  • Manage waiting lists following HUD tenant selection plans and Fair Housing laws.
  • Collaborate with management teams to ensure apartments are move-in ready.
  • Maintain and update applicant referrals through HRAs Coordinated Assessment and Placement System (CAPS) as applicable.
  • Pre-qualify applicants based on program procedures and housing requirements.
  • Conduct interviews with applicants to establish eligibility.
  • Process third-party income verifications.
  • Run EIV reports and conduct background checks as needed.
  • Compile income certification packages and submit to WSFSSH's Compliance department and city for approval if necessary.
  • Input and maintain information in the property management database.
  • Finalize leasing and subsidy paperwork and submit to the building.
  • Lead weekly vacancy meetings with designated team members from building staff.
  • Engage in the lease-up process for affordable housing developments, including activities such as Housing Connect logging, unit eligibility reviews, showing units, and lease signings.
  • Field housing inquiries and direct them to the appropriate personnel.
  • Attend relevant training sessions and conferences to enhance job skills.
  • Ensure compliance with all WSFSSH confidentiality guidelines, demonstrating discretion and integrity.
  • Participate in supervision, team, and staff meetings.
  • Assist with additional tasks as required.

REQUIRED KNOWLEDGE, SKILLS & ABILITIES

  • Understanding of HUD, Homeless programs, and Section 8 subsidy.
  • Familiarity with NYC service programs, including but not limited to: NYC 15/15, ESSHI, DHS SRO Supportive Services, SPC CoC, and NYC's supportive housing application (2010E).
  • Adept at managing large amounts of data, such as annual contract rent increases, legal rents, income limit changes, and more.
  • Strong ability to prioritize tasks and work independently with minimal supervision.
  • Excellent organizational, interpersonal, verbal, and written communication skills.
  • Capable in Word, Excel, Outlook, Teams, and Internet usage through Office 365.
  • Commitment to maintaining high care and respect for applicants and tenants.
  • Ability to effectively liaise with WSFSSH employees to achieve the Leasing & Compliance Team's goals while maintaining professional relationships and boundaries.
  • Uphold standards of diversity, equity, and inclusion in service delivery.
  • Dedication to supporting underserved communities facing systemic oppression and bias.
  • Bilingual (Spanish) preferred.

REQUIRED EDUCATION, EXPERIENCE AND CREDENTIALS

  • High School Diploma/GED required.
  • Minimum 2 years of experience in NYC's affordable housing real estate market, focusing on leasing and compliance, affordable housing programs, and income certifications.
  • Certified Occupancy Specialist or LIHTC Compliance Specialist certificate required.
  • Familiarity with property management software; experience with RealPages OneSite is preferred.
  • Experience using NYCs Housing Connect preferred.
  • Knowledge in government entitlements is a plus.
  • Experience working with older adults and individuals with mental health or substance use issues preferred.

PHYSICAL REQUIREMENTS

  • Must be able to sit, stand, walk, and bend.
  • Must be able to lift 25 lbs.
