All applications are forwarded to Superior Court Human Resources in Yuma County** NATURE OF WORK Manages the operations and configuration of network server hardware, operating systems and communications links in a multiple operating system environment, assures the security and integrity of the Court's Information Technology (IT) resources; provides technical support for users, hardware, equipment, and software applications. Nature of Work (Illustrative Only) Responds to service requests; provides technical support and training to users; reviews utilization trends, identifies functional inconsistencies, and resolves operational issues; performs system backups as required; establishes and maintains network users, user environment, directories, and security systems; installs and configures network hardware, software, communication links and upgrades; prepares and updates technical documentation; monitors and resolves network operations; identifies and assesses hardware and software needs, and recommends improvements; manages the Court's tracking database and integrated network; monitors network environment, access, security, functionality and utilization; resolves traffic, security, and access issues; assures optimum network performance, system integrity and maximum uptime; gathers and analyzes operational data, and compiles reports; assists with the development and implementation of cost-effective strategies for hardware and software acquisition, support, security, and procedures; assures effective communication of network issues and strategies; coordinates development activities with other departments and agencies; inspects and upgrades physical wiring and component connectivity, and assures system safety and reliability; complies with all Court equipment and safety policies and procedures, and Occupational Health and Safety Administration (OSHA) rules and regulations; coordinates overall computer operations; responds to the needs and questions of network users concerning their access to resources on the network, and the operation of various software programs; reviews IT needs, services and programs; identifies changes and improvements to benefit the system; develops and writes program specifications; converts design specifications into programming specifications and computer language; writes new computer programs and modifies existing programs; designs and runs test routines; debugs new and existing computer programs; performs applications programming tests; designs programs, translates specifications into computer languages, tests results to identify accurate logic, operation, output, and designs; assists in the design of file structures; analyzes existing computer programs and makes necessary programming modifications; analyzes problems and prepares concept design specifications; analyzes system outputs and reports to isolate program problems and takes appropriate actions to correct; assists in analysis and design of major automated systems; identifies and recommends methods to improve management and operation of IT services; consults with users to identify concerns, and recommends changes to improve content and service; identifies current and potential network problems, and provides recommendations for technical corrections and strategies to improve operations and prevent disruption to the systems; maintains inventories of equipment; tracks and monitors registrations and licenses; may travel to different court departments to train employees and/or offer technical assistance; performs related duties as required or assigned. Experience and Education Bachelor's degree in Computer Science, Computer Information Systems, or a closely related field; AND, one (1) year experience as an applications programmer, systems programmer and/or programmer/analyst or closely related duties; OR, three (3) years of progressively responsible experience in programming, systems analysis, computer applications, network and database administration, and customer support functions; OR, any equivalent combination of experience and/or education from which comparable knowledge, skills and abilities have been achieved. ADDITIONAL REQUIREMENTS: This classification requires the applicant to pass criminal background checks; a valid Arizona State driver's license may be required; Arizona Committee on Judicial Education and Training (COJET) yearly accreditation is required. PHYSICAL DEMANDS AND WORKING ENVIRONMENT: Work is performed in a standard office environment and Court facilities. Knowledge, Skills and Abilities Knowledge of: Applicable State of Arizona statutes, rules, administrative orders, policies and procedures; applicable Federal rules and requirements; Yuma County and Superior Court policies and procedures; Superior Court in Yuma County- Rules of the Judicial Merit System and the Code of Conduct for Judicial Employees; network hardware and software troubleshooting techniques; principles of system development and systems integration; principles and practices of network administration, system access and security guidelines; management principles of network operating domains and technical support functions; capabilities, limitations, and functional applications of data processing methods and equipment; systems analysis, development, planning, and documentation methods and standards; data base organization, access, and retrieval techniques; legal terminology, court operations and procedures. Skills in: Interacting with people of different social, economic, and ethnic backgrounds; administering automation systems, hardware and software applications, network operations, local and wide area networks; identifying, and implementing operational changes, and coordinating the efforts required to accomplish Court system automation program goals and objectives; identifying current and potential IT problems, and developing technical corrections and strategies to maximize the effectiveness of the Court IT systems; using initiative and independent judgment within established procedural guidelines; analyzing a variety of IT issues and developing recommendations for solutions. Ability to: Establish and maintain cooperative working relationships with court employees, and the public; operate a personal computer utilizing a variety of software applications; communicate effectively in verbal and written forms; work under pressure in a highly dynamic work environment with changing program demands and priorities; design and implement computer programs and changes to existing programs; maintain computer programs using different programming languages and computers (computer programming in COBOL, FORTRAN, or other acceptable high level computer languages, Assembly Language, Program/Job Control Language); follow written and oral instructions; communicate effectively both orally and in writing. Southwest Service Administrator (SSA) Mexico PPO Health Plan: SSA is available to employees who are enrolled in YCEBT Medical PPO Plan A and PPO Plan B. The SSA Plan pays 100% of hospital, medical, laboratory and prescription drug benefits, to a maximum of $5,000 per person per calendar year ($10,000 for two or more family members).
