Job Title: Network Service Technician Grade: Dependent on Level (I, II, and III) Salary: DOQ FLSA: Non-Exempt NATURE OF WORK This is skilled technical work involving the installation, maintenance, troubleshooting, and support of networking infrastructure and customer-facing systems across MiNet's service area. The Network Service Technician supports the MiNet fiber network, serving City departments, schools, and external customers. The role involves both fieldwork and office-based coordination and is performed under the direction of the MiNet Service Manager. Technicians at levels I, II, and III perform the same core duties, with advancement based on proficiency, certifications, and years of service. Tech II and III are expected to perform independently, mentor junior staff, and assist in advanced diagnostics and project implementation. EXAMPLES OF WORK

  • Install, configure, and test fiber optic and copper infrastructure, including aerial and underground cable.
  • Activate and troubleshoot customer premise equipment (CPE), including managed routers, switches, and ONTs.
  • Perform splicing, termination, and testing of fiber using industry-standard tools and best practices.
  • Configure and maintain Layer 2/3 network devices such as switches, firewalls, and routers.
  • Monitor network health using diagnostic tools; identify, report, and remediate performance or service issues.
  • Document installations, splicing records, IP assignments, and customer handoff information in network inventory systems.
  • Support structured cabling systems, Wi-Fi, IP video surveillance, and building access control systems.
  • Provide Tier 1-2 technical support to customers and internal staff; escalate complex issues as needed.
  • Assist with planning and implementation of network upgrades, expansions, and new service areas.
  • Operate vehicles and bucket trucks to access utility poles and elevated infrastructure.
  • Use fiber testing and certification tools including OTDR, power meter/light source, and fusion splicer.
  • Participate in on-call rotation for emergency response and after-hours support.
  • Mentor junior technicians (Tech II/III), lead small teams (Tech III), and contribute to SOP development.
Education & Certification
  • Associate's degree in computer networking, telecommunications, or related field required; equivalent military training or certifications may be substituted.
  • Bachelor's degree preferred (especially for Tech III).
  • Certifications (CompTIA Network+, ETA FOI/OSP, or vendor-specific) desirable for Tech II and expected for Tech III.
Experience
  • Tech I: 0-2 years of relevant experience.
  • Tech II: 2-5 years of experience in network installation and troubleshooting, fiber splicing, or related work.
  • Tech III: 5+ years of progressively responsible experience; proven ability to lead projects and mentor others.
Knowledge, Skills, and Abilities
  • Familiarity with IP networking, Ethernet standards, fiber optics, and structured cabling systems.
  • Proficiency in fiber optic and copper cable installation and testing.
  • Working knowledge of routers, switches, firewalls, and network troubleshooting techniques.
  • Ability to read and interpret construction prints, splice diagrams, and network topology maps.
  • Strong communication skills for interacting with team members, vendors, and customers.
  • Ability to work independently in the field and adapt to changing conditions.
PHYSICAL DEMANDS
  • Regularly lift/move up to 25 lbs, occasionally up to 100 lbs.
  • Work at heights up to 65 feet using a bucket truck.
  • Perform tasks requiring hand-eye coordination and physical agility in outdoor environments.
  • Use specialized tools and test equipment in various environmental conditions.
WORK ENVIRONMENT
  • Both indoor and outdoor work in varied weather conditions.
  • Exposure to mechanical, electrical, and confined space hazards.
  • Work near traffic, in easements, and around active construction zones.
SPECIAL REQUIREMENTS
  • Valid Virginia Commercial Driver's License (with tanker endorsement) required or obtainable within 90 days.
  • VDOT-approved flagger certification required.
  • Ability to pass background check and maintain safety certifications as required.
