Salary : $116,216.05 - $151,103.89 Annually Location : Calabasas, CA Job Type: Full-Time Remote Employment: Flexible/Hybrid Job Number: 2025-00406 Department: Finance & Technology Division: Information Systems Opening Date: 09/18/2025 Closing Date: 10/16/2025 11:59 PM Pacific Position Under the general supervision of the Network & Security Engineer, a Network & Security Analyst plays a lead role in designing, securing, optimizing, and maintaining the District's network and cybersecurity infrastructure, including threat detection and response, technical support and documentation, and strategic technology planning aligned with cybersecurity standards. Essential Duties Collaborates with staff and vendors to plan, design, implement, and troubleshoot the District's local and wide area networks, ensuring reliable broadband services across all facilities; supports and performs implementation-level tasks, ensuring end-to-end coverage of network and security operations. Leads network and security assessments, system upgrades, and planning, designing, installing, configuring, and maintaining a large enterprise network consisting of local, wide, and wireless networks (LAN, WAN, and Wi-Fi). Studies vendor LAN, WAN, and Wi-Fi solutions and makes recommendations; coordinates the deployment and upgrades of hardware and software to improve effectiveness for all network systems in accordance with the District's requirements and standards. Participates in the review of network initiatives and ensures that solutions follow standards and align with the District's technology strategies. Oversees and conducts planning, analysis, and enhancement of network and security operations. Assists in designing and maintaining communication facilities including intermediate data frame (IDF), main distribution frame (MDF), main point of entry (MPOE), data centers and computer rooms; assists in the preparation of scopes and specifications for Structured Communications Cabling Standards for new build-outs of voice and data communications facilities and related equipment. Supports control systems integration by establishing secure communication pathways and embedding cybersecurity processes into system operations. Ensures enterprise-wide security of the network and addresses appropriate recovery and redundancy issues; monitors firewall log, intrusion detection logs, and network traffic to identify and respond to unusual or suspicious activity; monitors and responds to security events using Security Information and Event Management (SIEM), Intrusion Detection System (IDS) and Intrusion Prevention System (IPS), and firewall systems. Conducts vulnerability assessments and coordinates remediation activities internally and in collaboration with external vendors to ensure timely resolution of security risks. Develops, documents, and maintains system architectures, network diagrams, configurations, and procedures; assists in the development and implementation of policies, procedures, and training plans for network administration, usage, disaster recovery, and incident response to ensure operational continuity and resilience. Supports voice and data communication systems, including Voice Over Internet Protocol (VoIP) platforms, across all District facilities. Advises end users on security best practices and conducts risk awareness training for users. Provides on-call technical assistance and ensures network connectivity of all servers, workstations, wireless access points, control systems, telephony equipment and network appliances. Qualifications DEMONSTRATED KNOWLEDGE OF AND PERFORMANCE IN THE FOLLOWING AREAS:
  • Principles and techniques of telecommunications infrastructure design, construction, installation and maintenance.
  • Switches, Routers, Firewalls, Gateways, Bridges, and Hubs.
  • Spread Spectrum Radios, ADN modems, and Dialup modems.
  • Materials, methods, tools and equipment used in telecommunications and fiber optic networks.
  • VoIP phone and voicemail systems.
  • Computer networking principles and practices.
  • Network security solutions including Firewalls, Virtual Private Network (VPN) concentrators, Intrusion Prevention and Detection Systems (IPS, IDS), Network Access Control (NAC) systems.
  • Wi-Fi and Wireless Mesh technologies.
  • Network transport technologies including Broadband, Ethernet over Fiber (EoF), Ethernet Private Line (EPL), T1, Satellite, and Frame-Relay.
  • Microsoft Office Suite (Word, Excel, Access, and PowerPoint).
  • Networking principles, standards, protocols, and information security including Dynamic Host Configuration Protocol (DHCP), Domain Name System (DNS), Local Area Network (LAN), and Transmission Control Protocol/Internet Protocol (TCP/IP).
  • Cybersecurity tools including endpoint protection, SIEMs, and vulnerability management.
  • National Institute of Standards and Technology (NIST), Center for Internet Security (CIS), and other relevant cybersecurity frameworks.
  • Effective customer service techniques.

PHYSICAL AND SENSORY REQUIREMENTS:
  • Sufficient eyesight to read fine statistical reports and standard text and data on computer terminal screens;
  • Ability to speak and hear at normal conversational levels in person and over the telephone;
  • Manual dexterity to write legibly and to use calculations, computer terminal and other general office machines;
  • Ability to lift and carry up to approximately 25 pounds and to reach, bend or crouch to use files and records.
Training and Experience Guidelines Any combination of training and experience, which demonstrates attainment of the required knowledge and ability to perform the required work (with reasonable accommodation, if needed), typically: EDUCATION: Bachelor's degree in computer science, information systems, information security, or a related field. EXPERIENCE: Three (3) years of recent experience performing network and security administration, preferably in a public sector or utility environment. REQUIRED CERTIFICATIONS, LICENSES, AND REGISTRATIONS: A valid California Class C Driver's License must be maintained at all times. Medical Insurance The District currently covers up to $2,051.18 per month of the monthly premium cost of the offered medical plans and offers a choice of HMO and PPO plans. Dental Insurance The District provides dental insurance for employees and their dependents. Vision care The District provides vision care for employees. Life Insurance Coverage is provided by the District in the amount of $50,000 plus annual base salary. Short & Long Term Disability The District provides coverage for continuation of two-thirds of salary, up to a maximum of $11,292 per month for absences, which qualify under the plans. Vacation Initially earned at 4.00 hours per bi-weekly pay period up to a total of 6.46 hours per pay period. Holidays The District observes 12 holidays per year. Sick Leave Employees earn 8 hours per month. Deferred Compensation Plan The District provides 3% of base salary deferred and matched on a dollar for dollar basis into either a 401(a) or a 457(b) plan. Retirement Tier I - 2% at 55 for employees defined as Classic members by the California Public Retirement System; 7% employee contribution. Tier II - 2% at 62 for new members to CalPERS; Employees contribute 50% of normal cost up to an annual maximum, currently 7.00% of salary up to $155,081. In addition to CalPERS, the District participates in Social Security. The District and employees contribute a required percentage of base wages for Social Security. Retiree Medical Benefits The District will contribute 75% of the Kaiser Permanente Traditional HMO plan at the employee only level for employees who retire with at least ten years of service and are at least 55 years of age. Tuition Reimbursement Employees may request up to $685 per course for continuing education reimbursement. Flexible Spending Accounts Employees may allocate up to $3,300 per year to pre-tax accounts for qualified medical and $5,000 per year for qualified dependent care expenses. Wellness Center Employees have access to an on-site fitness facility at no cost. Employees also have the opportunity to participate in a Wellness Program. Physical Fitness Program Employees may be reimbursed for up to $500/fiscal year for payment of costs with primary emphasis on preventive health maintenance, relative to obtaining/receiving a comprehensive physical examination, membership to private gym facilities, purchase of home gym equipment, or membership for at-home fitness programs. Flexible Work Schedule The District offers flexible work schedules based on the position and District operational needs.
