Maintains network performance and security with upgrades of both hardware and software. Monitors the network and equipment to provide stability and backups. Administers the City website, as well as, Internet and Intranet email. Performs maintenance and upgrades to personal computers, and ensures all personal computers on the network operate at the most current level of software through upgrades and patches. Generates special reports and file extracts from existing databases as required by users. Assists the application programmers in designing, coding, testing program logic, and preparation of new programs for operations. Essential Duties and Responsibilities and Supervision Required
Meets with department heads, council members, and other departments to determine budget requirements and system needs, making recommendations for hardware and software. Meets with external and internal organizations, vendors, and managers in various settings to facilitate the business of the City or department. Provides training and seminars to employees and outside organizations to educate them on the business of the City or department. Maintains LAN and WAN to ensure availability to users by minimizing service interruptions and balancing network activity, including configuring/maintaining WIFI networks, management of multiple SSID's, installing wireless access points (WAP's), performing site surveys for the best placement for WAP's to ensure reliable, secure, high-performance wireless connectivity for users and devices. Administers the assignment of IP addresses, coordinates, and dynamic configuration services, such as DHCP, DNA, and WINS. Installs personal computer systems/applications including operating systems, spreadsheets, word processors, networks, IBM client access, and other client/server applications. Responsible for research, management, review, and installation of point-of-sale systems for all City department networks, and maintains printers, copiers, scanners, and fax machines, and configures them specifically for the department. Develop and monitor appropriate security procedures to safeguard LANs from physical harm, viruses, unauthorized users, and data damage by utilizing firewalls, perimeter routes, access control devices, virus software, etc. Performs maintenance on all personal computer systems. Provides support for computer hardware, and software, administers City websites, including internet and intranet email. Finds solutions for complex problems in infrastructure when traditional networking ways are not available. Monitors and manages network bandwidths to ensure optimal performance, performs necessary bandwidth upgrades to remove locations, procurement of consumable network equipment when needed. Ensures completion of system jobs on the email server, web server, SMS server, and backup server by accessing the network from a home PC. Designs and implements web pages using HTML, JavaScript, PML, PHP, DB/400, IBM, HTTP, SQL, and Microsoft Access. Administers the telecommunications systems throughout the City to ensure the smooth and efficient operation of numerous City-wide hardware and software components. Assists department with all setup, configuration, and troubleshooting aspects of video/zoom meetings and presentations for efficient and effective meetings/events. Responsible for setup/configuration of City cell phones, and installs/services new VoIP system as needed. Ensures the daily operations of telecommunication equipment used City-wide and makes periodic prescribed changes such as time changes, additions, and moves of users and departments. Maintains and configures web access software to provide authorized users access to the internet and to restrict unauthorized users from internet access, including authorizing administrator access. Communicates with users and hardware/software vendors to prepare proper bid specifications to ensure that purchased hardware, software, and services satisfy the requirements of the user to ensure that the City's computer and telecommunications equipment remains current and meets industry standards. Makes recommendations/suggestions for upgrades as necessary with disruption in City business. Ensures that all software installed on the City's systems is properly licensed. Responsible for renewal of certificates where applicable, monitors usage for compliance with licensing agreements, and coordinates the purchase of new licenses/certificates as needed. Makes sure licenses are properly assigned. Provides for remote access to LAN by managing the hardware/software that provides remote access. Ensures LAN and system performance, reliability, and security by coordinating system upgrades for all servers on the network. Develop and maintain a policy for using and upgrading all personal computers owned and operated by City employees. Ensures that all personal computers operate at the best performance and reliability by providing system upgrades and patches with minimal interruptions to daily business activities. Evaluate and make recommendations for the purchase of equipment for the network, communications, security, personal computers, and telephone equipment. Ensures building security by maintaining the building access system with computers, access cards, access card readers, and control panels, including installation, management, and maintenance of video surveillance systems. Assigns passwords and user identification to personnel for personal computers, email, voicemail, and AS400, including management of AD and passwords, and creating/managing user accounts. Ensures secure authentication processes. Monitors network performance and adjusts settings on servers, switches, and routers to enhance performance Analyzes workload, including traffic and utilization trends. Performs network setup and support, as well as, design, specify, and document LAN configurations according to users' needs, utilizing outside support resources as appropriate. Also prepares charts and diagrams to explain network operations. Ensures new locations are equipped with the necessary infrastructure and configurations to function effectively. Works with confidential data, which, if disclosed may result in internal and external problems and would be detrimental to the City. Works with users locally and remotely over the phone/radio and in person on diverse problems. Commutes to offsite locations in a City vehicle to perform installation, maintenance, repair, and assist users. Responsible for assigning and coordinating work, and providing training and support for support technicians. Operates a motor vehicle when necessary Responsible for managing IT documentation to ensure all network configurations, policies, and procedures, including other related documents are accurately maintained, easily accessible, and securely stored. Supports operational efficiency, compliance, and knowledge sharing with the department. Responsible for maintenance and repair of fuel delivery systems for all City vehicles Responsible for ensuring compliance with the annual Cyber Security Insurance Liability policy. Responsible for ensuring all users with an email account are registered with Multi-factor authentications, on hardware and apps. Responsible for upgrading and maintaining network backbone infrastructure across the City. Responsible for managing and maintaining Police body and vehicle camera systems. Performs additional related responsibilities, duties, and tasks as required by the Manager of Information Systems. Minimum Qualifications, Experience, Training, & License
Bachelor's degree in Computer Information Systems, Computer Science, or other related field is preferred; or, A minimum of six to ten years of working experience as a computer network/systems administrator may be substituted for formal education. Must be able to administer Microsoft, Linux application servers, Exchange mail servers, and VMWare servers. Must be able to set up and maintain network printers, as well as, remote printers. Must have a thorough knowledge of setting up and installing barcode scanners and thermal receipt printers. Must have thorough knowledge of maintaining CISCO routers, switches, firewalls, and other related devices. Must be able to install and maintain category 5 and 6 Ethernet and fiber; and, possess a working knowledge of a T1 and ASE Switched Ethernet Interface. Must have a thorough knowledge of installation for personal computer systems, including hardware and software. Must be able to install or change personal computer components. Must be able to perform personal computer maintenance functions. Must be able to install computer operating systems and application software. Must be able to analyze computer applications to determine maintenance and/or modification requirements. Must possess a working knowledge of structured program logic. Must be able to isolate problems and determine the required program changes. Must be knowledgeable of structured application design and program coding using PML, JavaScript, PHP, RPG, Control Language, DB2/400, VBScript, etc. Must be able to test application performance and impact on the system. Must be skilled in the application documentation. Must be able to extract information from the existing database. Must be able to test new applications. Must be able to research, comprehend, and interpret current methods and operations requirements. Must possess a working knowledge of and be able to install equipment and make changes to the City's computer systems. Must be knowledgeable of the current installed high-level languages and job control language. Must be able to solve problems that are often difficult to discover.
