Nature of WorkGradeJob ClassWork CompEEO Class/CodeTier Status EX-11Non-Supervisory88102/Professional1 NATURE OF JOB: This position performs technical and analytical work in the planning, design, implementation, and management of a comprehensive local and wide area network (LAN and WAN) comprising both data and voice technologies. Work includes assisting in strategic infrastructure planning and design. Employee is expected to have extensive knowledge and experience in Microsoft operating systems and application software, backup technologies, security administration, and LAN and WAN infrastructure. Work is performed under the general supervision of the IT Manager with wide latitude for independent judgment. Essential Functions and Responsibilities
  • Designs, installs, administers and troubleshoots Microsoft Exchange systems.
  • Designs, installs, administers and troubleshoots VMware ESX clustered solutions.
  • Designs, installs, administers and troubleshoots Cisco UC clustered solutions.
  • Installs, administers and troubleshoots Cisco firewall infrastructure in a distributed WAN environment using a variety of connectivity methods.
  • Configures and operates data backup technologies to ensure successful backups according to established procedures and schedules.
  • Designs, installs, administers and troubleshoots Active Directory and the associated services and network resources.
  • Performs troubleshooting to isolate and diagnose common problems; provides end users with technical support.
  • Installs, configures, and troubleshoots LAN and WAN networks and associated assemblies.
  • Establishes and maintains basic LAN/WAN operations and provides guidance and assistance to technical support staff.
  • Coordinates and manages LAN/WAN operations in support of departmental goals and objectives; coordinates activities with other departments and agencies as needed.
  • Provides direct support for all Public Safety communications systems including licensed and unlicensed radio systems, licensed and unlicensed wireless data communications systems, voice systems and 911 systems.
  • Oversees or performs specialized work in the maintenance and operation of Countywide Intelligent Transportation System.
  • Oversees and performs specialized work in the maintenance and operation of Countywide E-911, 800 MHz, and other Public Safety Systems.
  • Works with System Engineers with the installation and maintenance of servers, workstations, and other network services hardware and software, assigning and restricting access as necessary to protect the integrity of the network functions.
  • Assists management and other systems administration staff in developing policies/procedures, and recommending equipment configuration. e.g., security access and control.
  • Assists in the implementation of network architectures, including LAN/WANs and connections with the WAN environment.
  • Assists in developing strategic plans and identifies key success factors, sets priorities, and allocates the resources to achieve office, department, and County goals.
  • Monitors service levels of hardware/software according to specifications; audits the performance of Information Technology activities and develops methods of improving performance as it relates to the network.
  • Collects, analyzes and manages performance and capacity data for identifying trends to prevent system disruptions and downtime.
  • Creates documentation related to system and network configurations and diagrams, troubleshooting and problem resolution details, project management, and site-specific technical procedures and processes.
  • Regular reliable full time attendance as scheduled.

Minimum Qualifications
  • Graduation from an accredited college or university with a four (4) year degree in computer science or related field.
  • Five (5) years' experience in network design and maintenance.
  • CJIS Level 4 and CompTIA A+ certification within three (3) months of employment
  • CompTIA Security+
  • Must be able to comprehend, speak and read the English language.
  • Must have and maintain good interpersonal and communication skills to deal with the public.
  • A comparable amount of training and/or experience may be substituted for the minimum qualifications.
LICENSES AND/OR CERTIFICATIONS: Possession of or ability to obtain a valid Florida driver license upon offer of employment with a driving record acceptable to the County Driving Policy and insurance program. Knowledge, Abilities and Skills
  • Knowledge of the principles and practices applied to the organization, management, and administration of local and wide area data network functions, Microsoft Exchange 2013/2016, VMware ESX 6.x, Cisco UC, or Active Directory technologies.
  • Knowledge of the principles and methods applied to information technology infrastructure planning, implementation, and management.
  • Knowledge of the various other technical disciplines of the industry, e.g., web administration, desktop support management, database administration, systems analysis, enterprise applications administration.
  • Knowledge of the body of available and current information resources applicable to the department's functions for technical research purposes and for special projects as may be assigned.
  • Knowledge of Internet email (SMTP, MX Records).
  • Knowledge of Windows Server Operating Systems, Desktop Operating Systems, and Linux technologies.
  • Knowledge of DNS, Internet Infrastructure, and IP informational tools. Must have configured and maintained DNS servers for an Internet domain.
  • Skilled in configuring and maintaining SMTP server(s) for at least one Internet domain.
  • Skilled with sniffers and TCP/IP network tuning technologies and techniques. Experience with SPAM prevention and virus prevention gateways.
  • Skilled with managing 802.11 networks.
  • Knowledge of the TCP\IP protocol and services.
  • Must have good interpersonal and communication skills to deal with public.
  • Outstanding project management and organizational skills.
  • Excellent oral and written communication skills.
  • Expertise in the use of MS Word, Excel, and Outlook is essential.
  • Demonstrated capability of analyzing, debugging, tracking, fixing and protecting the network from security and performance issues.
  • Ability to network operating procedures and provide suggestions to improve overall network security and performance.
  • Ability to configure and deploy layer 2 and layer 3 CISCO switches as well as CISCO routers including extensive experience with the configuration and maintenance of VLANs.
PHYSICAL REQUIREMENTS/ENVIRONMENTAL CONDITIONS: Work is primarily performed indoors but requires some exposure to environmental changes (e.g., outdoor weather and/or field conditions, warehouses, garages, etc.) or irate customers, extreme noise, odors, heights and/or dust. This position requires stooping, crouching, walking, pulling, lifting, grasping, hearing, visual acuity (i.e. seeing up close, seeing far away, depth perception), kneeling, reaching, pushing, talking, standing, climbing, finger movement, repetitive motions. This position may require frequent lifting and carrying of 25-50lbs, and occasionally up to 100lbs. WORK LOCATION:Remote Eligible - This position is assigned to a county worksite. However, in the sole discretion of Bay County BOCC, this position may be eligible for telework within the State of Florida.
