Job Summary
The Assistant Utilities Manager supports the Operations and Maintenance (O&M) Plus task order for the U.S. Department of State, overseeing power generation, fuel storage/distribution, water and wastewater systems. The position is based in Baghdad, Iraq, at the Baghdad Diplomatic Support Center (BDSC), contingent on award.
Roles and Responsibilities
- Maintain a safe workplace, prioritize safety, and ensure compliance with environmental, safety, and quality standards.
- Provide necessary documentation and monitor work locations for unsafe conditions.
- Review work performance, mentor employees, and train local nationals.
- Participate in budget preparation, manage purchasing, and monitor expenditures.
- Interpret work orders, manuals, and technical publications for scheduling and advice.
- Arrange for worker training in utilities operations, repair, and maintenance techniques.
- Perform additional duties as assigned.
Basic Qualifications
- Bachelor's Degree in Electrical Engineering or equivalent with relevant certifications.
- At least 3 years of experience operating and maintaining generators and power systems.
- Experience with generator maintenance and repair, especially large diesel engines.
- Experience managing multiple functional areas in similar environments.
- Experience with fleet management systems and developing maintenance programs.
- US Citizen, valid US passport, driver's license, clean driving record.
- Ability to pass background check and drug screen.
- Current USG Secret security clearance or MRPT certification, maintain eligibility throughout the contract.
Preferred Qualifications
- Experience with USG overseas contracts in remote environments.
- Knowledge of Fleet Management and Enterprise Asset Management software.
- Experience with Reliability Centered Maintenance, fuel systems, water production, and wastewater treatment.
- Ability to write manuals, SOPs, and train others.
- Budget analysis, problem-solving, and independent decision-making skills.
- Excellent communication skills, proficiency in Microsoft Project, Word, and Excel.
- Teamwork, innovation, adaptability, and leadership qualities.
