Job Title: IT Project Specialist (Middleware Developer)

The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.

Information Technology Services (ITS) is DSS's technology services organization. ITS supports the daily, emergent, and long-term needs of both agencies by creating and enhancing technology infrastructure and applications, including client eligibility systems, case management, housing, employment services, revenue matching, claiming, and personnel systems.

ITS/Enterprise Shared Services (ESS) is recruiting for an IT Project Specialist to function as a Middleware Developer. Responsibilities include:

  • Monitoring applications & batch jobs, reprocessing, and resubmitting failed transactions.
  • Installing IBM software on Windows, Linux, and Unix operating systems.
  • Designing message flows using IBM Integration Bus/ACE.
  • Gathering and implementing middleware requirements with Program and Developer teams.
  • Collaborating with IBM Vendors to upgrade technology stacks, gathering requirements, and unit testing post-upgrade.
  • Accessing SQL and Oracle servers to research data issues related to Middleware Services.
  • Writing scripts using PowerShell and scheduling cron jobs.
  • Working with application teams to gather requirements and build data exchange transformations.
  • Managing certificates, including creation, deployment, and validation.
  • Creating Incident, Change, and Problem Management processes in ServiceNow.
  • Designing work outlines for software development and monitoring.
  • Overseeing team activities related to integration solutions.
  • Hours/Shift: Normal Business Hours

    Minimum Qualifications
    • Baccalaureate degree in a related field with four years of relevant full-time experience, or
    • Associate degree with six years of relevant experience, or
    • Baccalaureate degree with eight years of relevant experience, or
    • Equivalent education and/or experience.
    Preferred Skills
    • Troubleshooting technical issues effectively.
    • Experience with Unix scripting (ksh) and IBM tools (IIB/ACE/MQ).
    • Strong interpersonal skills, teamwork, facilitation, negotiation.
    • Experience in IBM Integration Bus, Web Services, SOA, XML, XSLT, SOAP, WSDL.
    • Excellent analytical, technical, planning, and communication skills.
    • Ability to manage multiple tasks under tight deadlines.
