Salary: $21.32 - $25.58 HourlyLocation : BeaufortJob Type: Full-TimeJob Number: 202500585Division: Public SafetyDepartment: Detention CenterOpening Date: 08/20/2025Closing Date: ContinuousFLSA: Non-Exempt DescriptionThe Medical Records Clerk is responsible for maintaining, organizing, and securing confidential inmate medical records in compliance with HIPAA, applicable laws, and detention center policies. This position supports healthcare operations within the detention center by processing medical record requests, updating electronic and paper files, scheduling inmate medical appointments, and coordinating transport arrangements for off-site medical care. This work may include ordering and maintaining consumable supplies, office and medical materials, ordering medications as required. The Medical Records Clerk plays a vital role in ensuring timely, accurate, and secure access to medical information for authorized personnel, while maintaining strict confidentiality and adhering to safety protocols in a correctional environment. This class works under general supervision, independently developing work methods and sequences. Examples of DutiesThe essential functions listed below are those that represent the majority of the time spent working in this class.   • Receive, review, and process inmate medical record requests in accordance with HIPAA, DHEC and detention center guidelines.
  • Maintain and update inmate medical files in both paper and electronic formats, ensuring accuracy and completeness.
  • Scan, index, and file medical documents into the electronic health record (EHR) system promptly.
  • Retrieve inmate medical records for authorized staff and ensure secure information transfer.
  • Verify completeness of medical records and follow up on missing or incomplete documentation.
  • Process and document release of information requests in compliance with legal and facility requirements.
  • Track and log all medical record activity for accountability and chain-of-custody purposes.
  • Schedule inmate medical, dental, and mental health appointments, both on-site and off-site, in coordination with medical staff.
  • Coordinate transport arrangements for inmates requiring off-site medical care, ensuring proper documentation and communication with security staff.
  • Maintain confidentiality and security of all inmate health information.
  • Assist in archiving and purging records in accordance with record retention schedules.
  • Provide administrative support such as answering phones, data entry, and responding to inquiries from authorized parties.
  • Work collaboratively with healthcare providers, detention officers, and administrative staff to ensure continuity of care.
  • Adhere to all facility safety, security, and operational procedures.
  • Performs related work as assigned.
Typical QualificationsEDUCATION AND EXPERIENCE REQUIREMENTS:
  • Requires High School graduation or GED equivalent. Post high school education is preferred to include specialized subjects, e.g. records management, human anatomy and physiology, medical terminology, computer courses and office equipment courses.
  • Over two years and up to and including four years of experience in medical records, health information, or other health related field.
