Job Description :
The Supply Chain Manager – Purchasing and Planning is responsible for overseeing the end-to-end supply chain process to ensure the timely, cost-effective, and efficient delivery of materials, components, and services required for production. This role leads the strategic procurement of goods and services, manages supplier relationships, and develops purchasing strategies that align with organizational goals. In parallel, the position oversees production planning, material forecasting, and inventory management to optimize resources, meet delivery schedules, and support operational efficiency. The Supply Chain Manager will collaborate closely with cross-functional teams—including Production, Engineering, Quality, and Finance—to ensure supply continuity, minimize risk, and drive continuous improvement in supply chain processes.

*Responsibilities/Skills*:

*Materials Manager*

§ Collaborate with Engineering, Manufacturing, and Quality to resolve material or supplier-related issues.

§ Participate in Material Review Board (MRB) meetings as the representative for materials, providing input on material disposition, availability, and impact on production schedules

§ Prepares material proposals in accordance with applicable FAR and contractual requirements for ROM, FFP, Cost + type contracts.

§ Maintain auditable bid records in compliance with FAR and contractual requirements.

§ Generate IUIDs (Item Unique Identification) for upload into WAWF (Wide Area Workflow).

§ Maintains supplier surveys to ensure compliance with reporting requirements for Small Business Subcontracting Plans.

§ Ensure compliance with applicable FAR/DFARS regulations and contractual obligations.

§ Develop and implement supply chain process improvements to enhance efficiency and reduce cost.

§ Oversees and evaluates annual supplier performance to ensure quality, cost, and delivery targets are met. (KPI).

§ Generates and analyzes reports, taking appropriate action based on findings.

§ Perform other duties as assigned.

*Procurement & Supplier Management*

§ Serve as the engineering liaison between ICE, suppliers, and vendor field application engineers.

§ Manage performance of suppliers and vendors to ensure quality, cost, and delivery objectives are met.

§ Identify, investigate, and recommend potential and existing suppliers.

§ Determine and document purchasing specifications and performance requirements on purchase orders.

§ Negotiate terms, pricing, and delivery schedules in alignment with company objectives.

§ Research and compare item costs, lead times, and availability across suppliers.

*Engineering & Documentation Support*

§ Analyze manufacturing requirements, engineering designs, and technical data to ensure accurate procurement.

§ Conducts obsolescence analysis to assess the impact on current and future builds, enabling strategic last time buys to support the transition between existing and new designs.

§ Review and interpret engineering documentation to confirm material accuracy for company products.

§ Obtain and evaluate supplier catalogs, product data sheets, literature, and samples.

*Planning & Inventory Management*

§ Manage inventory control processes, including stocking levels and kitting for production.

§ Upload material price list for ROM, FFP, Cost Plus, and other proposals in accordance with FAR and contractual requirements.

§ Utilize ERP systems to execute purchasing, planning, and inventory functions efficiently.

§ Oversee production scheduling and material planning to meet cost and delivery objectives.

*Knowledge/Requirements*:

§ Bachelor's degree in Supply Chain Management, Business Administration, or related field; equivalent experience may be considered.

§ Minimum 10 years of experience in procurement, production planning, or supply chain management, preferably in a government contracting or manufacturing environment.

§ Minimum 5 years management experience.

§ Strong knowledge of FAR/DFARS compliance requirements.

§ Proficiency in ERP/MRP systems and Microsoft Office Suite.

§ Excellent negotiation, communication, and organizational skills.

§ Ability to read and interpret engineering drawings and technical specifications.
