We work closely with the county behavioral health system. We provide team-based care in an integrated care setting. Under the direction of the Director of Clinic Operations, the Clinic Operations Manager will play a key role in ensuring overall efficient operations of the San Mateo Clinic. The Clinic Operations Manager will be responsible for supporting the day-to-day needs of clinic operations for medical care and all other service lines offered by the clinic. Provide direct supervision of clinic staff including hiring, onboarding, ongoing supervision, performance review, and termination. The Clinic Operations Manager will develop, execute and oversees aspects of service delivery, quality assurance, governmental regulations, licensing, regulatory compliance, program policies and practices, assess and addresses client access, needs, and issues. The position will be hands on, interact and coordinate with management, staff and patients.

KEY RESPONSIBILITIES

Clinic Management

  • Responsible for direct supervision of medical assistant and other administrative staff
  • Supports and coordinates operations for all clinical services
  • Coordinates with back office management to ensure operational efficiency
  • In conjunction with the Director of Clinic Operations or Medical Director, leads team staff meetings to address personnel matters, operational issues, and to assist in resolving problems that may exist
  • In conjunction with the Director of Clinic Operations, establish procedures for reception, intake, eligibility determination, assessment of non-billable sessions, and medical records filing, including scheduling of staff and task management
  • Ensures that appropriate staff are trained as CAA's
  • Ensure referral coordination follows policies, procedures, and requirements for timely referrals to specialty and other care
  • Handles aspects of management, including direct supervision and mentoring of subordinate staff
  • In consultation with leadership, addresses patient grievances, behavioral issues, and safety concerns
  • Assists and supports supervisors with building provider and staff schedules
  • Participation in hiring, training, motivating, evaluating, and reviewing appropriate staff.
  • May serve as Acting Director of Operations in absence of Director of Clinic Operations.
  • Ensure that all front and back office policies and procedures are current and make appropriate updates
  • Continually assess and adjust patient flow for increased efficiencies
  • Coordinate and delegate administrative and clinic maintenance responsibilities such as patient access, patient education sheets, patient experience surveys, chart creation and other special projects
  • Assist with any accreditation as needed
  • Participates on internal and external committees that promote and improve access to care
  • Assist the Director of Clinic Operations in the support and manage Electronic Medical Records ensuring compliance with all applicable laws and regulations
  • Assist with implementation and operations of new services lines, delivery models, and integration with other HR360 departments

Organizational Planning/Quality Improvement

  • Facilitate ongoing organizational development, team building, and capacity building
  • Continually assess the Program's strengths and weaknesses as well as the changing client communities and service needs
  • Facilitate coordination of care with other HR360 programs and outside entities
  • Supports Quality Improvement activities and implements standard quality improvement tools to increase quality of care
  • Performs auditing to ensure compliance and quality of staff work

And perform other duties as assigned.

QUALIFICATIONS

Education, Certification, and Experience

  • Bachelor's Degree in a related field.
  • Minimum of 3 years of community-based program management experience or equivalent.
  • Experience participating in and leading organizational change and re-structuring.
  • Excellent leadership, organizational, and communication skills.
  • Commitment to providing nonjudgmental quality health care to those in need.
  • Commitment to and experience with a volunteer-based agency.
  • Experience and commitment to working with diverse communities.
  • Experience in a Supervisory role.
  • Ability to obtain and maintain satisfactory background check.
  • Ability to obtain and maintain live scan clearance.

Knowledge

  • Culturally competent and able to work with a diverse population.
  • Strong proficiency with Microsoft Office applications, specifically Word Outlook and internet applications.
