Job Description :

The Master Scheduling Manager will manage and direct all activities and efforts of the Master Scheduling team, supporting all departments at TCOM and managing the Planning and Estimating team for Operations. The Master Scheduling Manager will also be responsible for developing and improving standard processes and training a team of people to efficiently and effectively perform all department activities. Must be able to travel one week per month to other TCOM locations.

Working Procedure:

  • Create and maintain integrated master schedules (IMS) for all major programs to sequence activities and manage critical paths.
  • Establish appropriate work breakdown structures for new programs.
  • Develop and maintain company-wide resource plans and facility allocations, and advise on best utilization to meet program deliverables.
  • Identify and assess risks, and collaborate with departments to mitigate and resolve them.
  • Develop strategic plans and meet long-term business objectives.
  • Produce standard reports and performance metrics for all departments to make informed decisions.
  • Analyze historical performance data to support the development of new proposals with accurate cost and schedule estimates.
  • Allocate appropriate budgets to tasks on new programs based on rates and other historical data, and assess planning contract changes.

Making Decisions and Solving Problems — Analyzing information and evaluating results to choose the best solution and solve problems.

  • Lead and manage a team of Supervisors and individual contributors across multiple locations and disciplines, ensuring their effective performance, professional development, and alignment with departmental and organizational goals.
  • Create and maintain master schedules for all departments. Determine critical paths and find solutions to manage resource utilization for the best outcomes of the business.
  • Monitor production performance metrics with EVMS and key performance indicators (KPIs), identifying areas for improvement and implementing corrective actions to enhance efficiency, reduce waste, and optimize resource allocation.n

Identifying Objects, Actions, and Events — Identifying information by categorizing, estimating, recognizing differences or similarities, and detecting changes in circumstances or events.

  • Develop and maintain company strategic plans and performance metrics, and identify when corrective actions are needed.d
  • Direct the preparation of cost estimates, spend plans, and proposals, and recommend budgets & control expenditure.s
  • Participate in committees for special purposes, such as Process Action Teams and Continuous Improvement (CI) teams.
  • Participate in relevant seminars, meetings, and training to enhance knowledge and train and develop assigned staff.

Interacting With Computers — Using computers and computer systems (including hardware and software) to program, write software, set up functions, enter data, or process information.

  • Utilize enterprise-level planning and scheduling software (MS Project, Excel), including ERP (Enterprise Resource Planning) systems (Costpoint, Cobra, Cognos, Power BI), to create schedules, perform resource loading, estimating, and budgeting of activities.

Communicating with Supervisors, Peers, or Subordinates — Providing information to supervisors, co-workers, and subordinates by telephone, in written form, e-mail, or in person.

  • Conduct or attend staff meetings and status meetings
  • Collaborate with cross-functional teams, including production, procurement, project management, program management, engineering, and logistics, to gather relevant data and inputs for accurate demand forecasting and resource planning
  • Report results, unusual situations, and risks to the immediate supervisor
  • Manage and develop a team by training, mentoring, and coaching

Monitor Processes, Materials, or Surroundings — Monitoring and reviewing information from materials, events, or the environment, to detect or assess problems.

Coordinating the Work and Activities of Others — Getting members of a group to work together to accomplish tasks.

  • Select, train, maintain morale, and motivate subordinates, while ensuring that all personnel are compliant with TCOM policy and procedures, including safety and security.y
  • Review performance and recommend wage or salary adjustments for subordinates.

Perform other duties and responsibilities as assigned.

Education Requirement: Bachelor's degree in business or engineering, or its recognized equivalent. Project Management Professional (PMP) certification preferred.

Experience Requirement: Minimum of eight years of experience directly developing and maintaining master plans and schedules, with three years as a manager or supervisor. Experience must be in a manufacturing environment, preferably in the military aerospace area. Solid understanding of Master Scheduling methodologies: developing and monitoring schedules, resource planning, maintaining KPIs, and using data to create estimates. In-depth knowledge and experience in strategic planning, production forecasting, resource loading, estimating, budgeting, and the utilization of enterprise-level planning and scheduling software, including ERP and MRP systems. Must be effective at leading teams and communicating effectively and collaboratively with all departments within TCOM.
