The Division of Occupational Licensure (DOL), an agency within the Office of Consumer Affairs and Business Regulation (OCABR), protects consumers by making sure the professionals they hire comply with state licensing laws. DOL oversees 26 boards of registration, which license and regulate more than 500,000 individuals and businesses to practice over 100 trades and professions. DOL also licenses and regulates the Office of Public Safety and Inspections (OPSI), and theOffice of Private Occupational School Education (OS).

About the Role:

The Office of Public Safety and Inspections (“OPSI”) is mandated by Massachusetts General Law to reduce the risk to life and property by promoting safety in the design, construction, installation, inspection, operation, repair, and alteration of elevators, buildings, and amusement devices. Additionally, OPSI seeks to ensure the safe ingress to and egress from all new and existing buildings for persons with physical disabilities as well as promote safety through inspections, licensing, and regulatory compliance. OPSI licenses, certifies, registers, or otherwise approves individuals and\or parties involved in a wide variety of trades and professions.

The Building, Engineering, & Trades Inspection Division (“Building Division”) is responsible for conducting building inspections, engineering inspections, plumbing inspections, sheet metal inspections, state building permits, hoisting license examinations, the amusement device inspection program, the manufactured housing program and other initiatives, projects or tasks related to the administration of the Building, Engineering, & Trade Inspections Division, as assigned or directed by the Commissioner or Deputy Commissioner for Public Safety Inspections or otherwise provided by law.

The Manufactured Buildings Program Manager (Program Manager VI) is responsible for developing and maintaining all State Building Code provisions related to the Manufactured Buildings and the Native Lumber provisions in the State Building Code. The Manufactured Buildings Program Manager will review change proposals for amendment consideration, investigate products and methodologies that may impact these programs, and develop and deliver Code training. The Manufactured Buildings Program Manager performs a vital function towards the Agency's mission, which, in part, is to ensure public safety in all buildings and structures in the Commonwealth.

Duties and Responsibilities : (these duties are a general summary and not all inclusive)

Oversee Manufactured Buildings Program

• Manufactured Building Program management, administration, enforcement, and training.
• Assist stakeholders with understanding Code requirements; technical review of products & methodologies; represent DOL in technical committees and working groups.
• Review legislation and bylaws.
• Participate in the development of policies impacting the interfacing of state construction codes and related DOL boards.
• Outreach to private and public entities regarding Code requirements.
• Other duties as assigned.
• Review applications for certification to ensure the manufacturer is properly licensed under the State Building Code and has a contract with an approved Third-Party Inspection Agencies.
• Confirm that applications include materials that demonstrate the manufacturer has a system that maintains adequate quality control systems.
• Confirm that manufacturers demonstrate appropriate organizational structure, auditing processes, as well as product and installation controls.
• Assign manufacturer certificate numbers to manufacturers that have been licensed under the program.

Third-Party Inspection Agency

• Review Third-Party Inspection Agency applications to ensure they are operating in accordance with the State Building Code and employing qualified inspectors.
• When appropriate, ensures Third-Party Inspection Agencies are avoiding conflicts of interest with manufacturers.
• Ensure that all applications and building plans are submitted through the DPS-Plan Review email or other medium that works with the Agency's ability to receive them.
• Review submissions for compliance with the State Building Code.
• Provide feedback to Third-Party Inspection Agencies and manufacturers on compliance issues.
• Upload submissions to the Inspections and Permitting System – Salesforce.
• Issue Plan Identification Number once a building drawing is approved.
• Make revisions to drawings include amending the record for the Plan Identification Number.

Label Management

• Process Label requests.
• Mail Label orders.
• File Label certifications.

Education and Inspection

• Develop training programs intended for building inspectors and industry.
• Conduct site visits to observe modular building installations.
• Investigate incidents involving manufactured buildings.
• Perform audits of Third-Party Inspection Agencies.
• Visit manufacturing facilities for compliance checks.

Licensing Native Lumber Producers

• Process Native Lumber applications.
• Review applications and coordinates inspections with district building inspectors.
• Review lumber stamps for compliance with program requirements.
• Issue Native Lumber Licenses.

Preferred Knowledge, Skills, and Abilities:

• Strong organizational skills to effectively manage numerous different issues simultaneously and at any given time.
• A thorough knowledge of building design and construction techniques, the State Building Code, and reference standards.
• A general knowledge of the legal aspects of Code enforcement and management techniques.
• The ability to understand technical concepts and hold discussions with diverse groups.
• The ability to make decisions under pressure, and in a timely manner.
• Significant experience reviewing construction plans, conducting site inspections or plan review, and/or working with construction or zoning code/regulations.
• Strong interpersonal and communication skills to effectively represent DOL and OPSI before the general public, and to facilitate cooperative relationships with public and private sector agencies and organizations.
• Knowledge and understanding of the principles, practices, standards and procedures of the building industry practices.
• Possess a current and valid motor vehicle operator's license.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
