Audit, Risk & ComplianceThe BMO Capital Markets Compliance team is hiring for a CCO of it's two US broker-dealer entities in New York, BMO Capital Markets Corp (BMOCMC) and Clearpool Execution Services, LLC (CES).
The broker-dealer CCO would manage the implementation, maintenance and administration of the broker-dealer compliance programs. Broker-dealer businesses include. but are not limited to, fixed income, equities, electronic trading, prime brokerage, and investment banking.
The broker-dealer CCO:
Improves team performance, recognizes and rewards performance, coaches employees, supports their development, and manages poor performance.
Management oversight for establishing and reinforcing compliance programs & protocols for functional area of responsibility.
Coordinates and performs risk assessment, monitoring, testing and surveillance activities to ensure program remains current and aligned with BMO Compliance Program.
Advises first line of defense management and employees on compliance matters.
Advises business/group on implications of new regulatory developments or internal products, and assists to implement new/revised policies and programs to address them.
Conducts and/or effectively challenges risk assessments for business/group and assists to identify more effective compliance controls.
Performs and/or effectively challenges monitoring and testing activities to ensure regulatory compliance controls are operating and aligned to regulatory requirements
Develops and maintains compliance information for analysis and reporting.
Achieves compliance goals by maintaining current knowledge of regulatory requirements and developments.
Maintains functional and regulatory expertise specific to business group, and refers to Compliance Policies & Procedures manuals for requirements.
Contributes to business/group results by providing oversight and making recommendations that significantly impact the Bank's ability to monitor regulatory compliance programs.
Advises and influences senior leaders on managing regulatory risk associated related to business decisions and strategic initiatives.
Develops and maintains a high level of expertise in all regulations, directives and guidance which apply to the group(s) supported.
Qualifications:
Series 7, SIE, and 24 required. Series 57, 63, and 79 preferred. Strong knowledge of applicable securities laws, rules and regulations with the ability to assess firm impact.
Typically 10+ years of relevant experience and a post-secondary degree (i.e. JD, MBA) in related field of study or an equivalent combination of education and experience.
Strong experience in equities, electronic trading, and fixed income compliance strongly preferred
Experience with a regulatory agency strongly preferred, including FINRA, SEC, NYSE
Knowledge of FICC, equities, prime brokerage, and investment banking services and regulatory requirements.
Serves as a specialist resource within BMO Capital Markets with advanced knowledge of regulatory/ compliance requirements and the operations of multiple business/groups.
Exceptional communication, critical thinking, relationship management and project management skills.
Seasoned expert with extensive industry knowledge.

Salary:
$150,700.00 - $261,800.00Pay Type:

Salaries will vary based on factors such as location, skills, experience, education, and qualifications for the role, and may include a commission structure. Salaries for part-time roles will be pro-rated based on number of hours regularly worked. For commission roles, the salary listed above represents BMO Financial Group's expected target for the first year in this position.
