Job Summary

The Manager - Payroll manages, oversees, supports, monitors, and directs payroll functions for the department. Ensures payroll activities comply with standards and protocols, oversees quarterly and annual Tax and Financial forms, W-2, and third-party financial transactions.

Job Description

The Manager - Payroll Accounting and Tax Management is responsible for leading the Payroll Accounting and Tax functions at the City of Dallas and reports to the Sr. Manager of Payroll in the City Controller's Office.

This position operates with a high level of discretion, judgment, and integrity. This position is responsible for planning, directing, and maintaining the City's Payroll Accounting and Tax system to ensure timely and accurate posting of payroll journal and government reporting requirements. Also, as well as accurate and timely recording of all payroll transactions in the general ledger, submitting of wires, quarterly 941, and Form W-2 reporting.

This position works closely with multiple functions within the City Controller's Office including financial reporting, financial compliance, auditing, and treasury. Performs special projects related to the payroll accounting function.

Essential Functions

Manager - Payroll

Manages, oversees, and monitors the completion of bi-weekly and monthly payrolls

Analyzes and approves employee payroll results and coordinates with City Departments any necessary corrective action; establishes and executes all electronic payroll transactions

Generates, manages, and approves payroll checks; initiates payroll transactions that record postings to various accounts, vendor accounts, and General Ledger accounts; calculates and reconciles data from various payroll reports and prepares disbursements

Establishes short-, mid-, and long-term goals and objectives; develops and approves schedules, priorities, and standards for achieving goals, and directs evaluation activities; oversees the preparation of payroll, disbursement, and productivity reports and studies

Oversees garnishment reports and initiates the release of garnishment payments; validates and produces off-cycle payments

Directs the research and compiles spreadsheets or reports for Open Record Requests and other queries; ensures accuracy and efficiency in payroll activities

Reissues lost or misplaced W-2s or 1099Rs; provides high-level management for various tax reporting queries and personnel issues

Interprets payroll transactions and provides payroll-related reports to City Departments upon request and represents the department in professional settings

Performs any and all other work as needed or assigned.

Manager - Payroll Accounting and Tax Management

Reconcile Uniform and Civilian Bi-Weekly Regular, On-demand and any Special Payroll runs for the City of Dallas and post entries to AMS accounting system

Reconcile and transmit Uniform and Civilian payroll employee retirement funds to the appropriate organizations

Reconcile and submit all payroll tax liability accounts and timely post-tax deposits to IRS site weekly

Reconciles and submit Fidelity elections deductions for each payroll run

Prepares and submits quarterly 941 tax returns and annual 720 tax returns to the IRS

Help in resolving Pension and employee retirement accounts discrepancies

Write and revise queries in Workday HR system

Create tickets for system issues and monitor the issues until resolved; test and re-test changes after each Workday update

Participate in financial and SOX audits

Support Accounting in reconciliation questions and in resolving GL posting errors

Assist with entering balance adjustments into Workday system

Lead year-end processes, including W-2 annual reconciliation, generation and filing with SSA

Contribute to process improvements and execution of proper procedures; and documentation of processes/procedures

Maintain current and accurate mapping of GL accounts for payroll expenses and liabilities in Workday

Assist in the implementation of system upgrades and updates from both Workday and AMS Accounting

Assist with reconciling of Payroll Bank Account and outstanding payroll checks for escheatment purposes

Minimum Qualifications

Education

Bachelor's Degree in Human Resources, Public Administration, Accounting, Economics, Finance or Accounting-related field.

Experience

Manager Payroll:

Seven (7) Years' of experience in Human Resources or payroll support including a minimum of three (3) years of supervisory/management experience.

Manager - Payroll Accounting and Tax Management:

Seven (7) years Payroll accounting and Tax experience in a high-volume payroll environment including a minimum of three (3) years of supervisory/management experience.

  • Knowledge of Payroll principles and procedures.
  • Knowledge of time and attendance processes and procedures.
  • Knowledge of laws, rules, and regulations pertaining to payroll.
  • Knowledge of payroll related computer programs and software.
  • Ability to operate computer, associated software, calculator, and other equipment.
  • Ability to identify and resolve problems or situations regarding payroll.
  • Ability to manage payroll operations and solve problems.
  • Ability to create and maintain reports and spreadsheets.
  • Ability to interpret and apply Federal, State, and local policies, procedures, laws, and regulations.
  • Ability to research, analyze and summarize data.
  • Communicating effectively both verbally and in writing.
  • Establishing and maintaining effective working relationships.
  • Advanced knowledge and ability to work in Microsoft Excel
  • Effective oral and written communications skills.
  • Ability to work in a fast-paced environment and work hours needed to meet deadlines is required.
  • Payroll System implementation experience and knowledge of Accounting Systems.
  • Knowledge of General Ledger accounting.

Salary Range $85,183.59 - $106,479.49

The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
