Entity: Owensboro Health Regional Hospital | Department: Laboratory | Work Hours: 0700-1600 Flexible | Weekend Requirements: As Needed | 1.0 FTE Job Summary Responsible for coordination and management of the Phlebotomy department including Phlebotomy Supervisors, Phlebotomists, Lab Assistants, and Training Specialist Job Responsibilities

  • Assists with developing specific department goals, standards, and objectives which directly support the strategic plan and vision of the organization.
  • Manages staff relations including performance management, staff satisfaction, and conflict management/disciplinary actions and coaching.
  • Performs and oversees scheduling, recruitment, and payroll.
  • Coordinates patient collection activities between the Laboratory and nursing units/ED/Trauma.
  • Resolve customer complaints or answer customers' questions regarding policies and procedures.
  • Determines and justifies needs for systems, equipment, supply purchases, monitors usage, and oversees proper working order and/or stock supplies.
  • May be required to administer and respond to customer surveys and oversee/initiate customer service improvement plans and programs.
  • Prepares and issue deadlines, and duty assignments for phlebotomy supervisors and phlebotomy training specialist.
  • Recruits, interviews, and selects team members with a high level of engagement.
  • Interprets and communicates work procedures and company policies to staff.
  • Trains or instructs team members in job duties or company policies or arrange for training to be provided.
  • Coordinates activities with other supervisory personnel or with other work units or departments.
  • Makes recommendations to management concerning issues as staffing decisions or procedural changes.
  • Consults with managers or other personnel to resolve problems in areas such as output quality, performance improvement or work schedule.
  • Designs, implements, and evaluates staff training and development programs, customer service initiatives, or performance measurement criteria related to phlebotomy services and central processing.
  • Responsible for system trouble-shooting.
  • Participates in patient satisfaction initiatives.
  • Participates and engaged with specialized committees involving phlebotomy.
  • Coordinates activities with training specialist and innovation center regarding Phlebotomy program.
  • Monitors quality measures, including but not limited to, blood culture contamination, phlebotomy productivity, IV team requests, recollects, specimen rejection rates, etc.
  • Coordinates with the System Laboratory Director to ensure customer service standards are maintained.
  • Coordinates specimen collections at Owensboro Health Regional Hospital.

Position Requirements: Work Experience
  • A minimum of 3 years' relevant experience required
Education
  • Associate's degree or higher in science, or business-related field required upon hire AND
  • Bachelor's degree or higher in a related field as determined by the organization required within 2 years of employment in this position.
Licensure/Certification/Registration
  • PBT - Certified Phlebotomy Technician through the American Society of Clinical Pathology (ASCP) OR
  • RPT - Phlebotomy Technician certification through American Medical Technologists (AMT) OR
  • CLA - Certified Lab Assistant through the American Society for Clinical Pathology (ASCP)
