Job Title: MANAGER: LABORATORY & PRETREATMENT Department: Wastewater-Administration Reports To: Director/Assistant Director of Utilities Directs Work Of: Lab Analyst FLSA Status: Exempt Effective Date(s): 2011; 2015; PG 1/1/2019 (1-1-2023) EEO-4 Classification: Professional Normal Work Hours: 6:30 a.m. to 5:00 p.m. Normal Work Days: Monday through Thursday Education/Experience: Education: A Bachelor's degree in Sanitary Engineering, Chemistry, Biology, or a closely related field. The equivalent related field, education and qualified experience may be considered. Successful completion of at least six (6) units of management/supervisory courses or demonstration of qualifying experience is required. Experience: At least five (5) years of increasingly responsible experience in the process control, operation, or maintenance of a wastewater treatment facility. At least two (2) years of management/supervisory experience as a Chief Plant Operator, Maintenance Supervisor/Superintendent, or equivalent management level experience demonstrated by the applicant and at the sole discretion of the City. Licenses and/or Certificates Required: Class IV or Class D Indiana Operators License. Possession of a valid Indiana driver's license is required. Position Summary: Under the general direction of the Utility Director/Assistant Utility Director, and working in coordination with the Plant Operations Supervisor, Manages the waste water department Laboratory and Pretreatment Program. Essential Duties and Responsibilities: Waste Water Treatment Operations. Provides administration, coordination and oversight of the Laboratory and Pretreatment Program. Reviews schedules, monthly summaries and NPDES reports and consults with Plant Operational Supervisor. Coordinates with the laboratory personnel to facilitate special testing. Reviews and evaluates complex Industrial Pretreatment permit applications, discharge reports, facility modifications, and pretreatment systems; issues permits; establishes models and procedures when appropriate; researches compliance history of facilities. Compliance & Safety Monitoring. Maintains regular communications with regulatory staff to keep them apprised of the Lab and Pretreatment Program performance. Enforces all safety regulations, ensuring safe work methods are followed and appropriate safety precautions, training, communications and equipment are utilized. Evaluates Pretreatment compliance monitoring reports and sampling reports for compliance. Reviews and recommends updates to the Sewer Use Ordinance on regular basis but at least every three (3) years based on the federal pretreatment program requirements. Investigation and Enforcement of Illegal Discharges. Leads investigations and the enforcement activities related to illegal discharges. Investigates and traces the source of illicit and illegal waste discharges entering the sewerage system(s); collects and supervises sampling of a variety of non-categorical pretreatment dischargers, institutional establishments, commercial facilities, and industrial processes. Maintains records of investigations and actions taken; responds to and coordinates call-outs; provides internal and inter-agency coordination; facilitates, participates, and testifies in enforcement hearings and legal proceedings; participates and coordinates with the Safety Director. System user' Communication, Training and Support. Responds to and initiates contact with system users providing detailed information on a variety of complex topics; works with system users to identify and resolve discharge problems or serious violations of applicable permits, ordinances, and regulations; provides technical assistance and guidance to internal and external customers. Explains requirements for eliminating pollution associated with environmental regulations, municipal codes, ordinances, pollution prevention plans, and policies to system users, City employees, private businesses, industrial site managers, agents of schools, and the general public; provides instruction and training to staff in the techniques of pollution prevention and control, the adequacy of control measures, and the application of regulations, codes, ordinances and procedures governing implementation and enforcement of pretreatment regulations and other water quality programs. Reporting, Research and Record Keeping. Prepares reports as required by the City's NPDES Permit. Reviews and develops standard operating procedures. Performs a variety of special studies related to waste water treatment as requested or required; performs assessment of regulatory impact, discharge prohibition and pollution prevention ordinances, develops and measures public outreach effectiveness. Performs chemical mass balance analysis, assists in determining special or standard laboratory analysis depending upon performance of the Treatment Process. Prepares a variety of periodic and special reports. Budget and Cost Management. Prepares budgets and related financial reports for the Laboratory and Pretreatment Program, when required. Monitors and controls expenditures to meet budget guidelines. Performs calculations required to complete annual program revenue requirements, wastewater service charges, and industrial discharge fees including calculation of production-based and alternative discharge limits; identifies program financing sources and assesses funding alternatives. Vendor, Contract and Inventory Management. Prepares competitive bids and administers professional service contracts such as outside laboratory services, when required Supervises Direct Reports. Directly supervises Lab Analyst. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include hiring and training employees; planning, assigning, and directing work; appraising performance; rewarding and correcting employees; addressing complaints and resolving problems. Performs other duties and assumes other responsibilities as apparent or as delegated. Provides guided tours of facility. Computer Skills To perform this job successfully, an individual should have thorough knowledge of Microsoft Outlook email; Maintenance management software, and Microsoft Excel and Word Processing software. Math Skills Requires ability and knowledge to Performs calculations required to complete annual program revenue requirements, wastewater service charges, and industrial discharge fees including calculation of production-based and alternative discharge limits. Licenses: Maintain valid Class IV Indiana Operators License and operate a vehicle observing legal and defensive driving practices.
