Job Description :

What the role is:

Reporting to the Senior Manager (Integrated Marketing), the Manager (Integrated Marketing) supports the Integrated Marketing (IM) Team in its partnership with key PA (People's Association) Divisions as well as senior management to develop and implement marketing strategies and campaigns that promote the organisation, its programmes, and people, in line with PA's brand identity.

He/She supports the Team in the planning, execution, and evaluation of marketing campaigns, ensuring integration across various channels such as digital, social media, traditional media, and events, to promote the PA and its assets. This involves working with marketing agencies to determine target market demographics and behaviours, identify market dynamics, patterns, behaviours, and competitors to support overall marketing strategy, and measuring the success of marketing efforts. It also includes collaborating with departments/divisions that work with creative teams to develop compelling campaign assets, messaging, and content that resonate with target audiences and reflect PA's brand essence.

He/she supports the conceptualisation and management of PA's integrated marketing efforts to coordinate WOPA marketing efforts, through, for example, PA's Marcom Grid reporting and submission. He/She also manages the ongoing enhancement and development of PA Digital presence through Website Portals, and PA Intranet.

[What you will be working on]

PA Corporate Website / PA-related websites and Intranet

  • Support development of policies pertaining to PA's corporate website.
  • Engage and carry out user experience discussions and reviews to support PA digitalisation efforts.
  • Facilitate and provide guidance to support PA units / Constituency Office (CO) units on standalone website matters.

PA Corporate Website

  • Manage, develop, update and refresh content and visuals on PA corporate website to align with refreshed brand and ensure its relevancy as a key touchpoint for public facing information and experience.
  • Engage Webpage users (other PA units) on alignment of content, brand positioning, and industry best practices.
  • Ensure website employs best practices, remains current, addresses the needs of the audience, and is well-executed in line with core strategy.
  • Coordinate with Infocomm Technology (ICT) team on technical aspects of the revamp, overseeing and ensuring that a consistent look and feel is delivered across all pages.

PA Intranet

  • Support System Owner of PA Intranet and work with ICT to manage PA Intranet content, ensuring consistent look and content that aligns with the PA brand.
  • Conduct user experience reviews to support internal PA digitalisation efforts.

WOPA Campaigns

  • Conceptualise and execute IM campaigns, consisting of both Above The Line and Below The Line efforts to create awareness of the PA brand.
  • Support the IM Team and Brand team to implement WOPA brand story and experience, and articulate PA's vision, mission, taglines, and corporate values (VMTV) across all touchpoints.
  • Coordinate and provide guidance to PA units on marketing efforts to support the PA brand through key touchpoints.

Others

  • Coordinate with ICT and other Whole-of-Government (WOG) on internet security matters pertaining to Government websites.
  • Represent MDCD in meetings and other website related forums / workgroups.
  • Provide secretariat support for meetings and other programmes, including communications to stakeholders.
  • Support procurement process from preparing specifications for GeBIZ ITQs/ITTs to awarding of contracts.
  • Ensure compliance with all government financial, procurement, and governance guidelines.

Knowledge & Skills

Experience: 3 – 5 years of working experience in integrated marketing, or campaign management

Others: Candidate with the following skills and/or qualification will have an added advantage:

  • Good strategic thinking and problem-solving skills, to translate organisational objectives into actionable marketing plans.
  • Strong project management skills - have worked in cross-functional teams and delivered projects on time and within budget.
  • Strong writing, communication, and interpersonal skills, to effectively engage and influence stakeholders at all levels.
