Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time. Under the direction of DOH DCT leadership, the SG-27 Information Security Officer will: • Supervise and support cybersecurity staff, including oversight of day-to-day activities, task assignment, performance management, and technical mentoring. • Manage and coordinate security reviews and assessments of applications, infrastructure, and third-party solutions to identify security control gaps and assess areas of risk. • Lead incident response efforts, providing oversight during security events, managing communications, and ensuring development and execution of after-action remediation plans. • Oversee the implementation and validation of security controls in alignment with NYS policies, standards, and industry frameworks (e.g., NIST, CIS). • Direct vulnerability management activities, including review of scan results, prioritization of remediation, and coordination with technical teams. • Liaise with DOH program areas and ITS support units to guide secure architecture and system design decisions. • Monitor threat intelligence and industry trends to proactively identify emerging risks and ensure continuous improvement of security practices. • Develop and maintain internal processes and performance metrics for tracking, auditing, and reporting on the effectiveness of security controls and risk mitigation activities. • Support strategic planning and resource allocation, ensuring the security team can meet growing operational demands and project requirements. • Contribute to the development of security standards, procedures, and training to foster a culture of security across supported environments. • Perform full range of supervisory duties. Minimum Qualifications Bachelor's degree* and Seven years of information technology, cybersecurity, or information assurance experience*, including one year at the supervisory level. A bachelor's or higher-level degree in any field including or supplemented by 15 semester credit hours in computer science or related field substitutes for three years of required experience; any bachelor's substitutes for two years of required experience. An associate degree with 15 semester credit hours in computer science or related field may substitute for one year of required experience. Candidates in a bachelor's degree program with at least 15 semester credit hours in computer science or related field may substitute such credits for one year of required experience. A master's degree or higher in computer science or related field substitutes for one year of required experience. Additional Comments Some positions may require fingerprinting. Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay. For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
