The San Gabriel Valley Council of Governments (SGVCOG) is a regional government planning agency that aims to maximize the quality of life in the San Gabriel Valley. We are a joint powers authority consisting of 31 incorporated cities, unincorporated communities in Los Angeles County Supervisorial Districts 1 and 5, and three San Gabriel Municipal Water Districts.

The SGVCOG is in the San Gabriel Valley of Southern California. Applicants considered for this role must currently live in Southern California or be willing to relocate. The agency does not contribute to relocation or commute costs.

THE POSITION

SGVCOG is seeking to fill one full-time Management Analyst position in the Regional Planning: Homelessness Division. The incumbent will manage and support regional coordination efforts to address homelessness as outlined in the Los Angeles County Regional Homelessness Coordination agreement. This includes serving as a liaison between cities, LA County, LAHSA, service providers, and community stakeholders; developing and implementing complex programs and projects; overseeing and managing service providers and budgets; and connecting local initiatives with funding sources. The role involves conducting research and needs assessments, preparing and monitoring grant applications and budgets, managing funding distribution to cities, and providing strategic guidance and technical assistance to support local homelessness response efforts. The incumbent also prepares technical reports, maintains records, and presents findings at public meetings and events.

ESSENTIAL DUTIES & RESPONSIBILITIES

Duties may include, but are not limited to, the following:

  • Project Management:Overseeing the success and implementation of agency projects and programs. Managing contracts and overseeing project budgets. Providing guidance to the public, agency staff, and stakeholders. Duties will be dynamic and fast-moving as unplanned tasks occur outside of regular daily work. Responsibilities include report writing, meeting coordination, external communications, budget tracking, preparing, and submitting invoices, and community and stakeholder engagement.
  • Committee Coordination:Provide technical and administrative support in committee meeting preparation including agendas, presentations, scheduling meetings, speaker scripts, and minutes and records per the Brown Act and ensure maintenance of committee records and dissemination of formal actions. Track the status of action items and see that required deadlines are met; ensure timely, accurate, and updated committee information on appropriate SGVCOG web pages.
  • Community Engagement:Facilitate and implement community workshops, meetings, and town halls; develop and maintain relationships with various public and private service agencies, and community groups; assess program needs and identify short-term and long-term priorities; identify and provide recommendations of support services to meet project needs.

Knowledge of:

  • Principles and practices of administrative, financial, policy, and legislative/regulatory analysis.
  • Federal and state grant-funding agencies, regulations, and requirements related to assigned program areas.
  • Federal and state funding cycles and processes of funding acquisitions, uses, timelines, and availability.
  • Principles and practices of contract negotiation, development, and administration.
  • City government and inter-governmental relationships.
  • The legislative and regulatory process, its steps, and influence points.
  • Qualitative and statistical research and analysis techniques relevant to the regional planning process.
  • Basic principles, tools, and techniques of project planning and management.
  • Structure and organization of public sector agencies.
  • Practices, techniques, and methods of marketing, public relations, and customer service.
  • Applicable local, state, and federal laws, rules, and regulations governing the area of assignment.
  • Modern office practices, procedures, and equipment including computers and software applications relevant to work performed.
  • Principles and practices of sound business communications.
  • Safety policies and safe work practices applicable to the work.
  • Practices and procedures for budgeting, purchasing, and maintaining public records.

Ability to:

  • Identify and respond to sensitive regional and organizational issues, concerns, and needs including those raised by Governing Board members, member cities, and other public agencies.
  • Research, analyze, and interpret complex laws and regulations, financial and other data and develop reports, recommendations, and supportive materials related to the program area.
  • Prepare highly technical funding proposals, agreements, financial reports, and grants.
  • Apply critical thinking skills in analyzing highly technical and complex requirements to identify impacts and implications on operations and potential consequences for the agency.
  • Work consultatively within the SGVCOG and with funding and member agencies.
  • Define issues, analyze problems, evaluate alternatives, and develop sound, independent conclusions, and recommendations following laws, regulations, rules, and policies.
  • Present proposals and recommendations, logically, and persuasively often in a public forum.
  • Understand, interpret, explain, and apply applicable laws, codes, and ordinances.
  • Exercise tact and diplomacy in dealing with complex and confidential issues and situations.
  • Represent the SGVCOG effectively with all those encountered in the course of work.

EDUCATION & EXPERIENCE

  • A bachelors degree in public administration, business administration, economics, finance, operations management, social sciences or a related field.
  • At least two years of full-time, professional experience in administrative analysis and research, policy development, and/or fiscal administration, including budget responsibilities.
