Under direction of the Property Manager, performs a variety of skilled duties involved in the rehabilitation, maintenance repairs, preventive maintenance and general upkeep of both inside and outside the Housing Authority residential and non-residential units, facilities, equipment, and fixtures. Provides day-to-day supervision of maintenance staff at assigned location and is responsible for safety awareness, inventory control and directing work assignments. Job Information Position starting pay: $27.81/hr. The initial review of applications will begin starting August 4th, 2025. Applications received before the initial review date will be considered, with qualifying applicants being eligible to participate in the phone screen process. Position Summary Under direction of the Property Manager, performs a variety of skilled duties involved in the rehabilitation, maintenance repairs, preventive maintenance and general upkeep of both inside and outside the Housing Authority residential and non-residential units, facilities, equipment, and fixtures. Provides day-to-day supervision of maintenance staff at assigned location and is responsible for safety awareness, inventory control and directing work assignments. Day-to-Day Glimpse: Managing multiple projects with different deadlines. Managing ongoing vacancy turns, resident issues, work orders, reports, inventory, supplies ordering and being a strong resource for direct reports. Answering ongoing emails and any after hour calls. Key Duties/Responsibilities
  • Provides day-to-day supervisory responsibilities to assigned maintenance and porter personnel by planning, prioritizing, assigning and reviewing the work of staff responsible for unit vacancy turns and work orders.
  • Trains and verifies work of assigned employees for accuracy, proper work methods, techniques and compliance with applicable standards, policies and procedures; performs the full range of duties in the assigned area of work to ensure quality control compliance. Anticipates and plans for repair/ preventive maintenance cycles. Performs quality control on work provided by vendors.
  • Monitors and enforces safety compliance amongst maintenance staff and conducts bi-weekly tailgate meetings or more often as issues arise. Complies with all safety norms and regulations set by the industry and/or in accordance with Housing Authority policy. Maintains all MSDS and safety meeting reports.
  • Identifies health and safety hazards and takes necessary steps to correct them. Reports health and safety hazards to the Property Manager.
  • Estimates labor, time and materials on maintenance projects; maintains work records; orders, picks up and delivers, stocks and maintains equipment and supplies. Provides staff with punch list for work to be completed.
  • Responsible for assigned properties regarding UPCS compliance, timely work-order completion, curb appeal and timely completion of all inspections.
  • Inspects properties for substandard or deferred maintenance and works with Property Manager on timely completion.
  • Responsible for all materials, security, and inventory within designated satellite warehouse. Reconciles inventory in-stock vs. inventory depletion from the work order system. Reviews all invoices related to maintenance for accuracy.
  • Responsible for opening/closing of work-orders via computer. Tracks current and aging work orders. Responsible for maintaining a current status on all work orders in area of responsibility.
  • Provides skilled support on work in the construction, alterations, maintenance, repair and general upkeep of housing facilities, equipment, and fixtures; repairs units upon vacancy; prepares surfaces, mixes and matches paints and coatings to a variety of surfaces using brushes, and spray guns; installs and sets ceramic tiles and Formica countertops.
  • Provides maintenance skilled duties by inspecting, cleaning, servicing, adjusting and making basic repairs to a variety of heating, ventilating, air conditioning, evaporative coolers and related equipment.
  • Performs rough and finish carpentry using standard carpentry hand tools and powered equipment; frames walls and partitions; installs and replaces wallboards; paneling, windows, doors, hardware and various floor coverings; patches walls, repairs roofs; builds, installs and repairs cabinets, counters and shelves.
  • Performs skilled support in electrical service repairs and installation such as (changing lights, fixtures, fuses, ballasts, receptacles, switches and wiring), repairing electrical appliances such as garbage disposals, refrigerators, dishwashers and stoves.
  • Assists staff with daily workload by completing occupied and vacant unit work orders when needed.
  • Performs inspections of vacant units assisting in evictions, lock-outs and serving notices; re-keys units; installs lockset, deadbolts and other security related equipment.
  • Responsible for overall condition and curb appeal of property.
  • Schedules and coordinates on-call services for assigned Asset Management Point (AMP).
  • Assists Property Manager with establishing annual budget for maintenance. Ensures budget is adhered to when placing orders, purchasing material or contracting work.
  • Prepares scope of work and internal cost estimates for capital improvements work, initiates vendor procurement and schedules and monitors vendor performance for said capital improvements.
  • Performs additional duties as assigned by management. (i.e. reviewing maintenance charges for accuracy and providing input on disputes, etc.)
  • Minimum Qualifications High School diploma or equivalent with five (5) plus years journey level general maintenance or contracting experience with the ability to read, write and accurately estimate materials and supplies. At least two (2) years experience in a lead or supervisory capacity. Bilingual in English and Spanish preferred. Must have valid CA drivers license and be insurable at standard rates. Health Benefits begin the first of the month following date of hire. A summary of benefits for regular full-time employees is provided below. Medical Medical insurance is provided through CalPERS with several HMO and PPO choices. The HACSB pays 85% of the premium for employee and dependent coverage. Dental Dental insurance is provided through First Dental Health administered by The Principal Group. The HACSB pays 100% of the premium for employee only coverage. The employee is responsible for paying the dependent portion. Vision Vision insurance is available through Superior Vision Plan. The HACSB pays 100% of the premium for employee only coverage. The employee is responsible for paying the dependent portion. Life Insurance, AD&D, & LTD The HACSB pays 100% of the cost for employees on three different levels - Basic Group Life ($50,000), AD&D and Long-Term Disability Insurance. Retirement The HACSB is a member of the California Public Employees Retirement System (CalPERS). A contribution of up to 8% will be deducted from an employee's bi-weekly paycheck and put into their CalPERS account. The HACSB in turn will also contribute a % into the employees CalPERS account. Employees are considered vested after 5 years of service with a CalPERS employer and therefore become eligible for defined monthly benefit payments at retirement. Classic Members • Hired to a public agency prior to 1/1/13 • 2.5% at age 55 • Contribute 8% each pay period. PEPRA Members • 2% at age 62 (PEPRA) • Contribute 7.75% each pay period Medical Retirement The HACSB will continue the medical benefit coverage for employees who retire from the Housing Authority after meeting specified criteria. The Retiree will be required to pay medical premiums at the same cost as current employees. Vacation The HACSB provides vacation time based on length of service ranging from 80-160 hours annually. Sick Leave The HACSB provides employees with a bi-weekly accrual of 4.15 hours (12 days/year) per pay period. Holidays The HACSB provides 15 paid holidays in a year. Work Schedule The HACSB works a 9/80 work schedule. The entire agency is closed the second Friday of each pay period. Standard hours are 7:30 a.m. - 5:30 p.m. with some flexibility depending on location working at. Depending on business needs, certain positions may work a different schedule. Telecommuting (eligible positions only) The HACSB provides the opportunity for approved positions to work remotely. Employees in an approved telecommuting position must have completed 6 months or more time in current position to be eligible. Education Reimbursement The HACSB has an education reimbursement policy for all employees who have completed one year of service with the Housing Authority. Reimbursement will consist of 100% for fees paid on Tuition and books at the Cal State San Bernardino or Cal Poly fee levels. Public Service Loan Forgiveness The HACSB is a qualifying employer for Public Service Loan Forgiveness (PSLF). The PSLF Program forgives the remaining balance on your (Federal) Direct Loans after you have made 120 qualifying monthly payments under a qualifying repayment plan while working full-time for a qualifying employer.
