Job Title: Maintenance Manager – Village Court Apartments FLSA: Non-Exempt Salary Grade: 15 (Min $33.07, Mid $39.68, Max $46.30)Hiring Range: $33.07-$39.68/hourDeadline to apply is Tuesday, 8/12/25 at midnight. Applications will be reviewed starting Wednesday, 8/13/25.NATURE OF WORK:Under light supervision, supervises and assists Village Court Apartment maintenance staff with maintenance work on a day-to-day basis while overseeing assigned tasks. Performs skilled and manual work involving building maintenance, carpentry, painting, mechanical, electrical, plumbing, grounds maintenance, snow removal and custodial maintenance projects while managing maintenance staff, supervising projects and coordinating maintenance activities for VCA.DUTIES AND RESPONSIBILITIES:
- Manages and supervises maintenance staff and property attendant through appropriate delegation and work supervision; approves employee timesheets; schedules and assigns tasks and projects and reviews work; provides ongoing staff training in relation to equipment and vehicle operation, workplace safety, specialized tasks, and/or departmental procedures; coaches staff and helps formulate corrective actions working with the Property Manager and Housing Director; ensures staff compliance with departmental policies, procedures, and safety practices. Will report to the Property Manager.
- Manages the maintenance of the property including apartments, buildings and common areas.
- Manages and assists staff with painting, carpentry, plumbing, electrical, and/or other building maintenance tasks;ensures that operation, construction, and maintenance of buildings, equipment, and systems are in compliance with applicable laws, codes, regulations, and standards; initiates any actions necessary to correct deviations or violations.
- Processes work orders. Ensures maintenance issues are resolved in a timely manner; apartments are turned within a two-week timeframe; and the property is safely maintained.
- Enforces parking regulations including monitoring parking lot and issuing warnings and recommends to the Property Manager when wheel locks and towing may be necessary.
- Negotiates and coordinates with subcontractors of maintenance services.
- Works and understands town protocol and procedures such as the procurement code. Understands how to build relationships with vendors when ordering parts, equipment and other items necessary for the smooth functioning of the VCA property.
- Develops a long-range maintenance plan. Conducts regular field inspections of maintenance and construction activities; schedules and records required maintenance checks and safety inspections and identifies maintenance requirements and/ or safety concerns.
- Schedules,assigns and oversees daily activities of work crew; inspects completed work to ensure that it is in compliance with standards and safety requirements, provides on-the-job training to new employees; instructs crew on work procedures; serves as technical support to other workers; maintains work records and log books; provides administrative functions relative to personnel in the absence of the Property Manager including but not limited to disciplinary action, and incident investigations. Assists with the hiring of new employees.
- Purchases VCA appliances, cabinets, fixtures, carpet and other unit furnishings, safety equipment, paint materials, supplies and tools.
- Responds to and resolves problems or issues from the public and/or VCA tenants with quality customer service and in a friendly and efficient manner.
- Understands how to prioritize projects on a daily, weekly, monthly and annual basis.
- Works closely with the VCA Property Manager to coordinate work order requests, move-in's, move-outs, annual inspections and general resident unit upkeep.
- Respond to maintenance work order requests in a fair, expeditious and equitable manner.
- Provides backup for on-call and emergency assistance including answering after hour and/or fire alarm calls, resolving emergency maintenance issues, and assisting residents with lock-outs.
- Supervises and performs various tasks involving maintenance of electrical systems and appliances; troubleshoots electrical problems; installs, relocates, or repairs lighting fixtures and switches,parking lot and street lights; replaces motion sensors, timers, photocells, fuses, thermostats, bulbs, and ballasts; tests and replaces receptacles installs and resets breakers; installs and tests electrical wires; pulls electrical wires and conduits; tests and replaces time clocks; may diagnose and repair electrical issues with appliances, heaters, and garbage disposals;may service and maintain appliances including stoves and refrigerators.
- Supervises and performs various tasks involving maintenance of plumbing systems; troubleshoots plumbing problems; installs/repairs plumbing fixtures and components; clears water lines, drains, urinals, and toilets; repairs plumbing leaks; replaces seals, gaskets, and valves; repairs/replaces faucets, traps, and disposals; maintains pump stations and fits pipes; roughs-in plumbing for drinking fountains, sinks, commodes, water lines, or other plumbing systems; replaces water filters.
- Supervises and paintsapartments as needed; mixes prepared paint and paints a variety of surfaces both inside and outside of buildings using brushes, spray guns, and rollers; patches and repairs drywall in ceilings and walls.
- Supervises and performs basic remodeling and assists in the construction of buildings for capital projects; constructs and/or repairs structures, sidewalks, doors, siding, windows, and cabinets.
- Prepares and maintains building maintenance records and documentation; conducts product research and assists in ordering maintenance parts and supplies.
- Supervises and operates snowplow, Ranger, 4-wheeler, snow blower, and various other smaller items such as shovel or ice pick and removes snow and ice from roads, parking lots, sidewalks, and entrance ways.
- Supervises and performs general cleaning/maintenance tasks necessary to keep vehicles, equipment, and tools in operable condition, which may include inspecting equipment, checking fluid levels, replacing fluids, greasing equipment, replacing parts, washing/cleaning equipment, or cleaning shop/work areas; monitors equipment operations to maintain efficiency and safety; reports faulty equipment.
- Supervises and performs various cleaning duties including cleaning of vacant units and common areas which may include vacuuming, sweeping, moping, cleaning bathrooms and kitchen, cleaning appliances, and cleaning outside areas by picking up trash and changing trash container bags, running leaf blower or power-washer.
- Acts as a liaison, when necessary, between Mountain Village and its residents and guests, subcontractors, vendors, and merchants giving direction and assistance as needed. Provides a safe workplace; provides adequate basic job training and safety instruction to all employees; continuously observes and evaluates work conditions and procedures to detect and correct unsafe conditions and practices; encourages employees to report unsafe practices and conditions and to submit practical suggestions for correction; promptly investigates accidents and complete required reports; sees that tools, equipment and personal protective equipment (PPE) are properly maintained and properly utilized; annually reviews and updates workplace safety rules.
- Contributes to the efficiency and effectiveness of the department's service to its customers by offering suggestions and directing or participating as an active member of the team
- Actively works to progress the Town's goal of zero waste and carbon neutrality by minimizing unnecessary consumption (of energy, water, paper, plastic, ink, etc.), seeking environmentally preferred products (e.g., reusable, recycled content, non-fossil fuel), and supporting environmental initiatives through participation, promotion, and accurate storytelling.

MINIMUM QUALIFICATIONS:High School Diploma or G.E.D supplemented by vocational/technical training in general building maintenance, plumbing, electrical systems, mechanical systemsAND minimum of three (3) years building maintenance experience involving general building maintenance, plumbing, electrical systems, mechanical systems, and general construction; or an equivalent combination of education, training and experience. At least two (2) years of supervisory experience preferred. General computer skills working with Microsoft Outlook, work orders, and inventory.Licenses/Certification(s):Possession of a valid Colorado State Driver's License is required.KNOWLEDGE, SKILLS & ABILITIES REQUIRED:Knowledge of: Principles and practices of building maintenance; electrical, plumbing, painting, carpentry, and welding principles; regulations governing the maintenance of public buildings and facilities; equipment and tools used in building repair and maintenance; safety protocols relative to equipment operation; building maintenance records and documentation, management and supervisory principles, practices, and methods, conflict resolution strategies; and municipal codes and regulations.Skill in: Coordinating and conducting a variety of building maintenance activities; performing skilled painting, carpentry, and welding functions; maintaining compliance with health and safety regulations governing building maintenance; safely operating heavy equipment and utilizing maintenance tools; ordering materials and purchasing supplies; preparing and maintaining accurate maintenance records.
