Job Description :

Overview GovCIO is excited to announce an opening for a Mainframe Development Specialist. In this role, you will have the opportunity to maintain, remediate, and update mission-critical applications that support the background investigation processes for the Defense Counterintelligence Security Agency (DCSA). You will provide essential architecture, development, and cybersecurity support for high-value assets related to these critical systems. This position will require periodic visits to the customer site located in the Washington DC Metro area (DC / MD / VA) but primarily allows for remote work.

Responsibilities As a key member of our development team, you will support various background investigation systems through:

  • Engaging with customers and stakeholders to accurately gather user requirements.
  • Utilizing Atlassian tools such as JIRA for effective requirements tracking.
  • Designing innovative solutions that meet customer needs efficiently.
  • Collaborating with development team members.
  • Developing software using Natural with ADABAS.
  • Implementing software processes for file transfers using Connect Direct software.
  • Creating and maintaining JCL for batch processing.
  • Managing queues and flows using IBM MQ.
  • Proactively identifying and suggesting potential solutions based on customer and project needs.

Qualifications

We are looking for candidates who meet the following criteria:

  • Bachelor's degree with 5+ years of experience or equivalent experience.
  • 5+ years of experience with large-scale applications in both Batch and Online environments on mainframe platforms.
  • Proven ability to work closely with customers to define their requirements.
  • Strong solution design skills across systems and subsystems.
  • Demonstrated experience working with software application development and management personnel.
  • Proficient in O365 applications including Word and Excel.
  • Excellent written and verbal communication skills.

Clearance Required: US Citizenship with the ability to obtain a TS Security Clearance.

Preferred Skills and Experience Candidates with the following qualifications will be at an advantage:

  • Active Top-Secret security clearance or higher.
  • Expertise in IBM's Connect:Direct for file transfers.
  • Proficiency in programming with Natural using ADABAS.
  • Experience using Software AG's NaturalONE Eclipse-based development environment.
  • Familiarity with IBM MQ.
  • Experience with Confluence and Jira.
  • Working knowledge of ServiceNow.
  • Experience in hosting meetings via MS Teams.

Posted Salary Range: USD $82,000.00 - USD $95,000.00 /Yr.
