Salary: $25.77 - $36.11 Hourly Location : Mankato, MN Job Type: Part Time Job Number: 2025-00058 Department: License Center Opening Date: 07/31/2025 Closing Date: 8/14/2025 11:59 PM Central DESCRIPTION Under general supervision of the License Center Administrator, this position supports the License Center by efficiently and effectively being a trusted leader in delivering innovative services and serving the public by licensing drivers, registering, and titling vehicles, Department of Natural Resources (DNR) licensing, and maintaining Vital Records. This position works in a fast-paced License Center and performs front counter customer service duties. The License Center Specialist is responsible for carrying out the functions in five service areas listed above. DUTIES / RESPONSIBILITIESESSENTIAL FUNCTIONS:
  • Engages positively with both internal and external customers. Communicates and interacts effectively and respectfully with colleagues, supervisors, representatives from other organizations, and the public.
  • Provides professional and exceptional customer service by exhibiting a pleasant and helpful disposition to all individuals. Greets and answers questions in a friendly and professional manner, both in person and over the telephone.
  • Processes licenses, registrations, titles, identification cards, and renewal documents. Reconciles records and cash drawer.
  • Prepares, completes, and submits daily and monthly reports.
  • Maintains records. Completes and submits all associated reports.
  • Handles payment of fees, records transactions, issues receipts, deposits fees, and reconciles records department-wide.
  • Maintains records including but not limited to birth, marriage, and death records. Issues and processes appropriate forms. Verifies application standards before acceptance and data entry.
  • Assists in identifying and implementing departmental efficiencies. Develops and implements new or updated procedures and assists with implementing new rules and regulations throughout the department.
  • Promotes a diverse, culturally competent, and respectful workplace.
  • Performs the physical and mental demands of the position.
  • Attends work during regularly scheduled hours.
  • ADDITIONAL FUNCTIONS:
  • Maintains accurate inventory of supplies, licenses, and forms. of the License Center as well as area dealers and vendors. Receives returned plates and holds until certified for disposal.
  • Files notaries
  • Participates in professional staff development. Participates in training and education opportunities to maintain and improve proficiency. Attends and participate in professional organizations. Associates with employees and departments from other counties and states for collaboration.
  • Trains and mentors' new staff as requested.
  • Performs other related functions as apparent or assigned.
  • QUALIFICATIONSMINIMUM QUALIFICATIONS:
    • High School Diploma/GED
    • A minimum of two (2) years of customer service/clerical experience such as but not limited to greeting the public, handling phone calls, answering questions, troubleshooting customer problems, photocopying, filing, data entry, reporting, and scanning, etc.
    PREFERRED QUALIFICATIONS:
    • Experience working in a motor vehicle department or as a title clerk for a car dealership.
    • Proficient in understanding and speaking languages other than English, such as Spanish, Somali, Chinese, Sudanese, and Arabic, among others.
    CONDITIONS OF EMPLOYMENT:
    • Must be bondable.
    • Must successfully pass a background check.
    • Must possess a valid driver's license and be able to drive in the State of Minnesota.
    • Must comply with all federal and state laws and organizational and departmental policies and regulations.
    • Must adhere to data practices policies and standards regarding non-public data. Access to non-public data should be strictly limited to what is necessary to fulfill job responsibilities. While accessing these data, the employee should take reasonable steps to prevent unauthorized access by individuals without a work-related reason. Once the work-related purpose is complete, non-public data must be securely stored in accordance with county policies and Minnesota Statutes.
    HOURS OF WORK Flexible schedule and hours averaging 20 hours per week. Additional hours may be assigned to cover personnel shortages or unforeseen circumstances. Part-Time EmployeeWage/Salary Scale Blue Earth County features a 12-Step Pay Plan. Our advertised salary ranges include all 12 Steps. A selected candidate will typically be offered Step 1 of the salary range. Additional salary considerations are subject to negotiation and dependent on skills and experience directly related to the position. Vacation Leave Vacation accruals, utilization, and payouts are detailed in the collective bargaining agreement and/or the employee handbook. Part-time employees earn hours on a prorated basis based on the hours worked per pay period. Blue Earth County Years of Service Bi-Weekly Accrual Rate 0 - 5 years - 3.85 hours 6 - 9 years - 4.77 hours 10 - 13 years - 5.69 hours 14 - 18 years - 6.62 hours 19 - 24 years - 7.54 hours 25 + years - 8.46 hours Sick Leave Part-time employees earn hours on a prorated basis based on the hours worked per pay period. Paid Holidays Blue Earth County recognizes 11 (88 hours) paid holidays. Part-time employees' holiday pay is on a prorated basis. Retirement The County and the employee contribute to the Public Employees Retirement Association (PERA) based on the employees' position.
