This is professional work involving the collection, cleaning, and interpretation of data sets, reports, and statistical research to support the operations and decision-making of the Jacksonville Public Library. This position includes conducting data reviews to identify trends, resolve issues, and enhance library services. The work requires knowledge of and the ability to apply theories, principles and practices of data analysis and process improvement, which is usually gained through degree granting schools or related work experience. Contacts with others require skill in understanding and influencing people which are important in providing reporting and process improvement services, discussing, and resolving work-related issues and problems, presenting, and defending recommendations and decisions, and making presentations. Work is standardized in that tasks are covered by substantially diversified procedures and specialized standards and because of changing priorities or different situations, incumbents have the latitude to consider which of the many procedures or standards should be followed and in what sequence. The work involves differing situations requiring the use of judgment in searching for solutions or new applications. Work is performed mainly in an office environment. Operates a motor vehicle. Operates a personal computer and standard office equipment. Physical demands consist mainly of sitting or standing at a workstation for extended periods of time, using standard office equipment on an ongoing basis, and occasionally lifting and moving light objects weighing less than 50 pounds. Work is performed under limited supervision where the work assignments are subject to established procedures, practices, precedents, methods, techniques, or well-defined policies; the worker plans and organizes the work and determines priorities; and the work is generally reviewed upon completion for technical accuracy, acceptability of results, quality, and timeliness.   • Collects and compiles data from various sources, ensuring data accuracy and completeness.
  • Cleanses and preprocesses data to prepare it for analysis.
  • Performs exploratory data analysis to identify trends, patterns, and correlations in the data utilizing statistical methods and tools to analyze large datasets and extract meaningful insights.
  • Develops and applies data models to predict outcomes and support decision-making processes.
  • Creates clear and compelling visualizations, such as charts, graphs, and dashboards, to present data-driven insights to stakeholders.
  • Communicates complex data findings in an understandable and actionable manner.
  • Assists with development of data models, metrics, and data points stored in a data lake.
  • Generates regular and ad-hoc reports based on data analysis results.
  • Prepares and presents reports, charts, graphs, to support library staff, including ad hoc analysis and reporting or included within an automatically generated report associated with monthly reporting or daily tactical information.
  • Utilizes data mining techniques to discover hidden patterns and insights in large datasets. Identify opportunities for data-driven process optimization and improvement.
  • Produces and maintains clear documentation about the technical infrastructure of Performance Analytics software as well as writing comments in source code that is easy for a future programmer to follow and understand.
  • Maintains simple (internal) web applications written in JavaScript or Python frameworks.
  • Performs related work as required.
Knowledge, Skills and Abilities
  • Knowledge of the theories, principles and practices of data analysis and process improvement.
  • Knowledge of statistical methods, data mining techniques, and performance analytics.
  • Knowledge of tools and technologies such as SQL, Python/R, Tableau, Power BI, and statistical software.
  • Knowledge of relational database systems (e.g., SQL Server, PostgreSQL, MySQL, etc.).
  • Knowledge of maintaining and troubleshooting data pipelines and ingest systems.
  • Knowledge of extract, load, and transform (ELT) processes in data pipeline development.
  • Skill in using source code control (git)
  • Skill in collecting, cleaning, processing, and validating data from multiple sources.
  • Skill in scripting with programming languages such as Python, C# or R.
  • Skill in developing SQL queries to retrieve, update, delete, and manipulate data.
  • Skill in creating reports, charts, graphs, to support library staff.
  • Skill in writing clear and concise technical documentation for analytics tools and code. Ability to analyze data findings and present them in an understandable and actionable format.
  • Ability to maintain and troubleshoot scheduled data pipeline jobs that ingest data from source systems/files into a data lake.
  • Ability to maintain internal dashboards and web applications.
  • Ability to maintain simple (internal) web applications written in JavaScript or Python frameworks.
  • Ability to communicate clearly and frequently to both technical analysts and non-technical library personnel.
  • Ability to work independently and prioritize tasks with minimal supervision.
  • Ability to establish effective working relationships.
  • Ability to operate a computer utilizing Microsoft Office, systems, and related software, and standard office equipment.

  • A Bachelor's degree in Data Analytics, Data Science, Computer Science, Information Services/Systems, Library and Information Science, or a closely related field is preferred.

  • The probationary period for this class is six (6) months.
