This position requires an employee to work onsite at 400 Wabasha Street North, St Paul, Minnesota at least 50% of their scheduled work days, with some opportunity to perform work from a telework location.

  • Telework is available on a limited basis.
  • Candidates residing in Minnesota and more than 50 miles from our St. Paul office may be eligible to telework more than 50%.
  • Candidates residing 50 or more miles from our St. Paul office in a state bordering Minnesota (Iowa, North Dakota, South Dakota, or Wisconsin) are not eligible to be hired, unless planning to relocate within 50 miles of the work location.

Minnesota Housing is hiring! We're a mission-focused financial institution looking for a Legal Operations Manager to improve the efficiency and effectiveness of legal operations at the Agency. This candidate will handle the logistical, financial and administrative aspects of the Legal team. Such duties include managing legal technology, working with vendors, overseeing budgets, and drafting and improving internal processes. The candidate will also work with the General Counsel to process and make recommendations on conflicts of interest. The Legal Operations Manager will, in conjunction with other Legal team members, work on Agency documents to ensure consistency in process and procedure for internal and external stakeholders. The candidate will provide administrative support for Legal team related to contracting, rulemaking, and data practices to ensure legal compliance at the Minnesota Housing.

Essential Job Duties

  • Manages legal technology and working with vendors.
  • Provides executive, technical, and administrative expertise related to contracting, rulemaking, and data practices to ensure legal compliance.
  • Ensures that the processes, procedures, and Agency documents are consistent and usable for internal and external stakeholders. Identifies processes and procedures that require updates and work with appropriate legal and program staff.
  • Prioritize multiple projects and legal resources to manage process and meet applicable deadlines.
  • Review and assist in conflict of interest (COI) evaluations in conjunction with the General Counsel.
  • Perform other duties as assigned to optimize efficiency of and ensure smooth functioning of the Legal team and maintain the reputation of Minnesota Housing as a valuable business partner.

Minimum Qualifications

To be qualified for and considered for this position, applicants must meet all of the minimum qualifications listed below.   • Four (4) years of experience in project management work, legal administration, or nonprofit administration.
  • A bachelor's degree in government, business administration, or public affairs or administration may substitute for 12 months of experience – or – a Master's degree in the listed fields may substitute for 18 months of experience.
  • Experience in legal technology and operations, including support for legal review processes and document production.
  • Organizational, collaboration, and change management skills sufficient to plan, organize, direct, implement and explain complex programs and services and work to align competing interests and gain support from stakeholders.
  • Skilled in vendor coordination, with a track record of resolving complex issues involving external partners and facilitating legal-related trainings.
  • Demonstrated communication skills, including ability to comprehend and communicate complex legal information in plain language to non-legal staff.

Preferred Qualifications

  • Experience in legal technology and operations (e.g., Everlaw).
  • Strong knowledge of conflict-of-interest mitigation, applicable laws, rules, and policies.
  • Experience in budgeting and ensuring compliance with annual financial plans.
  • Experience in developing, implementing, and monitoring compliance with policies and procedures.
