Luminus Network seeks an innovative fully bi-lingual (Spanish) Legal Director to manage

and grow our low-bono Immigration Legal Services Department. The Legal Director will contribute

to the overall strategy for advancing the mission of the organization through service delivery,

supervision, and collaboration with internal stakeholders. The Legal Director is a member of the

executive team, CEO, COO, and CEAO; and works closely with the CEO on legal services including

but not limited to representation of matters before U.S. Citizenship and Immigration Services

(USCIS), Executive Office for Immigration Review (EOIR), and the Board of Immigration Appeals

(BIA).

Role & Responsibilities

• Provide strategic leadership & coordination for all immigration legal services through direct

services & low bono representation.

• Represent a working caseload effectively representing & advocating for clients before USCIS

and EOIR for Naturalization, Temporary Protective Status (TPS), Family Petitions, Adjustment

of Status, Deferred Action for Childhood Arrivals (DACA), U-Visas, T-Visas, & other

immigration services as available.

• Balance the legal docket

• Assist in coordinating the annual program budget, including grants and timely reporting.

• Recruit, train, supervise, & mentor legal & support staff, including attorneys & paralegals.

• Collaborate and communicate with Executive team on Immigration changes and updates,

Matter management, service delivery, best practices, and maximize Luminus' effectiveness

in the central MD immigrant community.

• Provide legal education to the immigrant community and external stakeholders.

• Implement policies & procedures for case management including intake, case selection,

assignment, quality control of legal work, & case file organization.

• Collaborate on a billing & fee collection system, serve as liaison with finance functions.

• Collaborate, maintain, & strengthen Docketwise CRM and monitoring the status of

electronic case files.

• Provide monthly reports on program outcomes, caseloads, and finances.

• Review cases for quality control, ensuring adequate documentation and legal sufficiency.

• Maintain all required certifications and/or licenses.

• Attend information and training sessions to remain up to date on current immigration law.

-In addition to the skills above, the Legal Director is creative and adaptive in meeting the needs of

clients and excels as a problem-solver when addressing the protection needs of the clients served.

Education & Experience Requirements

• J.D. from an accredited law school

• Current MD bar membership in good standing to practice law

• Three to five (3-5) years of experience practicing Immigration Law; Knowledge of and skill in

immigration laws and procedures, including trial advocacy and complex legal issues.

• Five years of direct representation experience, minimum.

• 2+ years of legal supervisory skills and program administration.

• Excellent oral and written communication skills.

• Written and verbal fluency in Spanish and English required.

• Ability to develop & implement innovative models of service delivery with limited resources.

• Work in a collaborative manner with diverse groups.

• Demonstrated commitment to public service and Luminus Core Values.

• Ability to sensitively relate to & work with low-income immigrant clients.

• Ability to work under pressure and to handle multiple and changing priorities and tasks.

• Must be able to work some evenings.

• Proficiency with legal case management software – Docketwise preferred.

• Proficiency in Microsoft Word, Outlook, Excel

• Ability to travel to other locations for court and other business.

Compensation & Benefits

$110,000.00 to $120,000.00 annually
