We are currently seeking a Senior Management Analyst – Data Manager to support our Pax River, MD customer. The incumbent will serve as the PMA-231 Data Management CSS and report to the PMA-231CM/DM Lead. Specific functions performed are:

  • Assist in implementing and maintaining the Command's Data Management Program (DMP). Develop Command directives, instructions and guidance for proper acquisition, storage, integration and exchange of DOD system data management requirements.
  • Participation in periodic Data Management Program assessments for the purpose of collecting and maintaining process metrics and reporting techniques to ensure TEAM compliance with DOD level Data Management Program policies and procedures.
  • Determines requirements for and develops specific Data Management Program training requirements for PMA-231.
  • Manage the Command's Data Item Description (DID) standardization program following DOD Instruction 50000.2 DOD 5010.12M and Public Law 104.13. Review new and revised DIDs to ensure PMA 231 Program compliance with OSD acquisition streamlining and standardization policies and procedures. Submit and monitor all NAST generated DIDs through the Navy's Services Representative in order to ensure timely approval. Serve as a primary focal point and consultant for the Acquisition Management Systems and Data Requirements Control List (AMSDL), DOD 5010.12L. Develop appropriate acquisition training certification requirements and provides data management competency guidance for DIDs and related Contract Data Requirements Lists (DD Form 1423 or equivalent).
  • Suggests Data Management Program guidance to acquisition managers in the preparation and submission of data management related product deliverables including Procurement Initiation documents (PIDs), Engineering Change Proposals (ECPs), Statements of Work (SOW) and Request for Deviations, Waivers and Variances. Assists applicable PMs, IPTs, and others in developing contractual requirements for common or peculiar Data Management Program related product deliverables; such action ensures that Defense Contractors are responsive and have adequate Data Management Programs for meeting life cycle information requirements. Analyzing Statements of Work (SOWs) and CDRLs, and ensuring that CDRLs, SOWs and PID packages are in agreement. Attending Procurement Planning Conferences (PPCs) and assisting with the Procurement Planning Agreements (PPAs), as necessary.
  • Understands the management of a collaborative Integrated Data Environment (IDE) along with various IDE S/W tools ie. E Room, SharePoint, JCMIS.
  • Coordinates Data Requirements Review Boards (DRRB) to authenticate all data requirements and to ensure that the Procurement Initiation Documents meet acquisition suitability in accordance with the policy and procedures of NAVAIRINST 4200.21D and DOD 5010.12M; establishes the agenda and operating instructions for the DRRB. He/she is also responsible for developing and maintaining training modules and briefing packages on Data Management Program work processes, internal and external training requirements.
  • The incumbent must be able to demonstrate ingenuity when unconventional problems develop for which a solution is not covered by instructions, directives or policies. The incumbent must be cognizant of the latest DOD, DON, and other relevant branches of services instructions and directives as they relate to acquisition and weapons systems management. The Data Manager will also be responsible for assuring timely coordination and integration with DPM's, and all other IPT(s) members in the areas of CM, Engineering, Logistics, Contracts and related technical data.
  • Required Education: Senior - MA/MS degree

    Required Experience: Senior - over 10 years of experience performing duties described in the functional description.

    Must be able to obtain and maintain a Secret security clearance. Due to the sensitivity of customer-related requirements, U.S. Citizenship is required.
