GENERAL DESCRIPTION OF CLASS
This position is responsible for developing, coordinating, delivering, and documenting safety and technical training programs for employees within the Electric Department division of Energy Production. The role focuses on ensuring compliance with safety regulations and best practices, particularly in areas such as Lockout/Tagout (LOTO), Electronic Clearance Procedures (ECP), Red Tag, Confined Space, Hot Work, and Risk Management Program (RMP) protocols. Work is performed under the general direction of the Plant Manager and is evaluated to ensure quality, accuracy, completeness, effectiveness, and compliance with applicable regulations and internal standards.
This is a Part-Time Regular position.
ESSENTIAL FUNCTIONS
- Maintains and updates safety and training documentation to ensure accuracy and regulatory compliance.
- Coordinates with managers, supervisors, and frontline staff to assess training needs and identify areas for improvement.
- Develops and delivers classroom-based, on-the-job training.
- Designs and leads tabletop drill and exercise scenarios and coordinates the execution of drills and exercises, as well as maintain proper documentation.
- Designs courses and other activities to develop employees' skills.
- Develops new training courses or modifies existing training materials based on regulatory changes and operational procedures.
- Conducts specialized training sessions related to high-risk operations and compliance-driven topics.
- Performs workforce planning activities as needed.
- Prepares and maintains training logs, sign-in sheets, and qualification records in accordance with internal policy and audit requirements.
- Applies thorough working knowledge of LOTO, OSHA, NFPA 70E, NESC, and other relevant codes in daily operations and training content.
- Maintains and revises the Energy Production safety manual as needed to reflect changes in law, policy, or operations.
- May be required to participate in and/or facilitate training to support departmental or City initiatives and requirements.
- May be required to work alternate hours as necessary for the efficient operation of the department.
- Position designated Mission Critical by Department Director.

- Performs related work as assigned to support safe and effective plant operations.
QUALIFICATIONS (EDUCATION, TRAINING AND EXPERIENCE)
- Bachelor's degree from an accredited four-year college or university in Occupational Safety, Industrial Technology, Electrical Engineering, or a related field.
OR
- Associate degree from an accredited college or university.
- Two years of safety technical training, or journeyman-level electrical/mechanical background.
An equivalent combination of education, training, and experience that provides the knowledge, skills, abilities, and other competencies necessary for success in the target position may be considered.
SPECIAL REQUIREMENTS:
- Must possess a valid driver's license.
- Must maintain a valid mobile phone for business-related communication.
- May be required to work alternate shifts, overtime, or weekends depending on operational needs.
- Must obtain the following certifications/training within specified timeframes (City-paid):
- First Aid/CPR and Bloodborne Pathogens within six months of hire.
- Within two years of hire:
- Incident Command Training
- Scaffolding Safety
- Electrical Systems Switching and Clearance
- Crane and Overhead Hoist Inspector
- Hazmat Training
- Forklift operations
- Confined Space operations training
- Hot Work-Authority having Jurisdiction (NFPA 51B)
- Fall Protection-Competent Person
- Rigging and Signalman qualifications
KNOWLEDGE, SKILLS, ABILITIES
KNOWLEDGE:
- Demonstrated knowledge of hazardous material handling, industrial safety practice, and emergency response procedures.
SKILLS:
- Skill in researching, collecting, and interpreting data, and needs analysis.
- Skill in the basic use of computers, audio-visual equipment, and other tools as appropriate, with the ability to learn more advanced techniques of specific equipment and software.
- Strong analytical thinking, problem-solving, and decision-making skills.
ABILITIES:
- Ability to communicate effectively both verbally and in writing, including making presentations to groups.
- Ability to read, write, and speak the English language.
- Ability to develop and revise training content using MS Office Suite (Excel, Word, and PowerPoint).
- Ability to develop, deliver, and evaluate training programs (classroom and field-based)
- Ability to establish and maintain effective relationships with supervisor, co-workers, other City employees, and the general public.
- Ability to work in an industrial environment with exposure to high temperatures, noise, heights, and required PPE.
WORKING ENVIRONMENT/PHYSICAL REQUIREMENTS:
- Work involves standing, walking, lifting materials up to 50 pounds, operating standard office and training equipment, and exposure to adverse weather and industrial hazards.
- The job risks exposure to electrical hazards, bending, stooping, traffic, adverse weather conditions, extreme variations in temperature, dust, pollen, heights, and bright/dim light.
- The job requires normal visual acuity, field of vision, hearing, speaking, color perception, sense of smell, depth perception, and texture perception.
- Must be able to physically perform the tasks involved in setting up the learning environment, demonstrating the tasks to be learned, and assisting learners as needed.
