Land Records Specialist - Beaufort County Tax Assessor's OfficeDescription of Work: Performs technical work involving the use of public ownership records and digital editing of parcel maps used in maintaining the county Land Records program and Geographic Information System. Research deeds, surveys, civil actions, and special proceedings of landowners as necessary to compile information in the tax office data systems. Performs editing in GIS by coding information, labeling maps, computing acreage, zones, and boundary parcels. Utilizes computerized data entry equipment and various mapping, indexing, and custom designed programs to enter, update, store and/or retrieve information to create and maintain land maps and records. Works with industry professionals to research deeds, wills, survey maps, crop allotment reports, and other records to verify or clarify information, as necessary. Maps new parcel activity using digital orthophotos and edits other land records accordingly. Provides assistance to the public, other county departments and agencies, including tax office staff, as needed in the areas of real estate, property location and printing hard copies of maps.
Knowledge, Skills, and Abilities: Considerable knowledge of standard practices, materials and equipment used in land survey drafting. Considerable knowledge of the principles of drafting and cartography. General knowledge of procedures, laws, maps, forms, and records used in real estate transfers. Ability to interpret deeds and transfer the pertinent data to maps. Ability to recognize inconsistencies present in deed descriptions and utilize the information available to achieve the best representation of a tax parcel. Ability to read and interpret land surveys. Ability to read and interpret U.S. Geological Survey topographical maps and NC DOT maps and relate them to property maps. Ability to explain and interpret real property transfer policies and methods to the general public. Ability to exercise tact and courtesy in frequent contact with the general public and other County and municipal officials. Ability to operate standard office equipment, GIS Systems, various mapping indexing and design programs, Microsoft applications and the internet.
Minimum Training and Experience: Graduation from a community college with an associate's degree in geographic information systems, geography, cartography, or related field, and experience in tax mapping or related work that includes use of GIS; or an equivalent combination of education and experience.
Preferred: Applicant with the ability to obtain appropriate Mapper Certification from NC Property Mappers Association. Ability to be designated as Map Review Officer.
