Seeking a LABOR RELATIONS SPECIALIST III

General Summary: Under the direction of the Human Resources Director, the Labor Relations Specialist provides a broad range of professional employee relations activities including but not limited to: employee consulting, conflict resolution, complaint investigation, policy interpretation and the preparation and delivery of related summary reports and recommendations. Interacts with all levels of leadership regarding legal compliance, discipline and terminations.

Principal Duties and Responsibilities:

  • Serves as the initial contact and liaison for intake and assessment of employee complaints, grievances or adverse employment actions.
  • Assist Managers/Supervisors with interpreting and understanding MCN policy and procedures, progressive discipline procedures, including but not limited to disciplinary action, performance improvement plans, terminations, or any employment related matter.
  • Provide advice and guidance to employees as it relates to policy, compliance, guidelines or any employment matter.
  • Investigate work-related or compliance issues and prepare summary reports, conclusions and recommendations.
  • Provide on-going customer service and response to inquiries regarding labor relation issues; coach/advise employees and management through sensitive HR issues to resolve conflict and seek workable solutions.
  • Maintain knowledge of legal requirements related to human resources; ensures policies, procedures, and reporting are in compliance.
  • Inform and provide Management with up-to-date information regarding labor laws, tribal laws and regulations related to employment.
  • Process Unemployment claims, appeals and serve as liaison to the Oklahoma Employment Security Commission (OESC); administer all unemployment related processes.
  • Analyze and interpret data to create reports on a weekly/quarterly/as needed basis in areas of responsibility.
  • Maintain employee labor files and other related records.
  • Assist with recordkeeping related to hiring, terminations, furlough, transfers and promotions.
  • Responsible to maintain HIPPA compliance.
  • Performs other duties as assigned.
  • The position may be hired as a Labor Relations Specialist I, II, or III. The decision will be based on the candidate's education, experience & budget allocation.

    Minimum Requirements:

    Labor Relations Specialist III

    Performs work requiring advanced knowledge and exercises independent discretion in decision making/judgement and execution of responsibilities.

    Education: Bachelor's degree in Human Resources, Business Administration or related field; experience and/or other training/certification may be substituted for education.

    Experience: Three years related labor relations experience; responsible analytical experience in resolution of grievances; negotiation, mediation, or arbitration; consultation and resolution of conflict; administration or investigation and settlement of violation complaints.

    Labor Relations Specialist II

    Performs work requiring advanced knowledge and exercises independent discretion in decision making/judgement and execution of responsibilities.

    Education: Associate's degree in Human Resources, Business Administration or related field; experience and/or other training/certification may be substituted for education.

    Experience: Two years related labor relations experience; responsible analytical experience in resolution of grievances; negotiation, mediation, or arbitration; consultation and resolution of conflict; administration or investigation and settlement of violation complaints.

    Labor Relations Specialist I

    Education: High School Diploma or GED.

    Experience: One-year related experience in labor relations. College courses in Human Resources, Business Administration or related field may be substituted for experience.

  • Functional knowledge of Title I and Title Il of the ADA, Title VI and Title VII of the Civil Rights Act of 1964, Age Discrimination in Employment Act (ADEA), Family and Medical Leave (FML), Uniformed Services Employment and Reemployment Rights Act (USERRA), Fair Labor Standards Act (FLSA) and related federal, state and tribal regulations.
  • Excellent verbal and written communication skills.
  • Excellent conflict resolution skills; use reason and de-escalation skills to manage difficult or emotional situations.
  • Knowledge of labor relations practices.
  • Knowledge of principles and methods for conducting internal investigations.
  • Excellent time management skills with a proven ability to meet deadlines.
  • Ability to act with integrity, professionalism, and confidentiality.
  • Strong analytical and problem-solving skills.
  • Proficient with Microsoft Office Suite or related software.
  • Must have a valid Oklahoma driver's license.

    Preferred Requirements:

    Education: Master's degree in Business Administration or related field.

    Experience: Five years' labor relations experience.

    Special skills: Experience working in a diverse multi-cultural organization. Knowledge of the Muscogee (Creek) Nation.

    Certifications and licenses: SHRM-CP, SHRM-SCP, or THRP.

    Preference: Muscogee and Indian preference.
