Job Summary This position is responsible for the overall coordination, management, administration, and operation of the Juvenile Drug Court Program, the Juvenile Resource Court Program, and the SOAR caseload. Work is assigned by the Juvenile Court Programs Administrator in terms of general and specific instructions. Completed work and reports are checked for accuracy and the nature and propriety of the final results. Essential Functions Essential Functions: These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position. Conduct assessments on youth referred for drug court screening; score assessments and make recommendations for program acceptance. Coordinate assessments for youth referred for resource court screening with a clinical provider and Juvenile Court Mental Health Clinician; make recommendations for program acceptance. Manage SOAR caseload with assistance from Mental Health Clinician and treatment provider; make referrals for Georgia Cares assessments and counseling. Coordinate all treatment groups; maintain communication with providers on youth attendance, behavior and progress toward completion. Monitor treatment providers to ensure fidelity and quality assurance. Coordinate youth transportation for all treatment groups and court hearings. Coordinate random drug screens with Accountability Court Lab; maintain communication with surveillance officers on youth compliance; stay up-to-date on positive screens and substance use levels. Conduct face-to-face and phone check-ins with youth and parents at least weekly, or as needed. Maintain communication with schools for reports on attendance, behavior, and academic progress; attend school meetings with families and act as liaison between families and schools as needed. Enter all case management notes in ACCM software; review & manage notes from treatment providers & surveillance officers. Coordinate parent participation in community parenting education groups; ensure program compliance as required. Essential Functions (continued) Make referrals to community resources as needed; assist families with appointments and follow-ups. Provide crisis management for extreme behavior; assist with referrals for therapeutic response as needed, including inpatient treatment. Conduct regular staffing (bi-weekly for Drug Court; monthly for Resource Court & SOAR), including: Present information on youth screened and acceptance status. Prepare ACCM and case management notes to include program phase, sobriety update, reports from home, school & treatment; concerns & positive changes; any other relevant updates. Track youth progress and present youth qualifying for phase ups & graduation for team approval. Draft sanctions for non-compliance in accordance with the approved matrix; present sanctions for team approval. Prepare incentives for youth and parents. Maintain cooperative relationships with treatment providers, DJJ, and other community partners. Prepare and host quarterly Juvenile Accountability Court Steering Committee Meeting. Maintain data as required by CJCC for repository reports. Assist with funding applications and budget management. Attend and participate in conferences, court hearings, meetings, and committees as needed. Additional Duties: The employee in this classification may be expected to perform any related duties as required by proper authority. Knowledge, Skills, and Abilities Knowledge of principles, best practice standards, procedures, operations, and functions of Rockdale County. Knowledge of applicable county, state, and federal laws. Knowledge of legal terminology, documents, juvenile court procedures, practices and operations. Knowledge of individual and group behavior, the juvenile justice system, and accountability courts. Knowledge of counseling techniques, chemical dependency diagnosis and treatment, mental health diagnosis and treatment, and available system and community resources. Knowledge of the effects of trauma on brain development and youth behavior, and trauma-informed treatment. Knowledge, Skills, and Abilities (continued) Skill in operating modern office equipment, such as computers, printers etc. Ability to use judgment and discretion; must maintain strict confidentiality. Ability to establish and maintain effective working relationships with elected and appointed officials, employees and the general public. Ability to assemble information and generate written reports and documents in a concise, clear and effective manner. Ability to handle multiple interruptions and adjustments to priorities daily. Ability to carry out oral and written instructions and read, interpret and apply laws, policies, rules and procedures. Working Conditions Work is performed primarily in an office environment; however, occasional site visits may be required as juvenile circumstances warrant. Minimum Qualifications 1) Bachelor's degree in Social Science, Criminal Justice, or a related field 2) Five (5) years working experience within the social service or criminal justice environment 3) OR have a combination of education, training and experience that is equivalent to #1 and #2 above that provides the requisite knowledge, skills, and abilities for this position. 4) Valid State of Georgia driver's license Preferences 1) Master's degree in Social Science, Criminal Justice, or a related field
