POSITION SUMMARY:The Procurement Manager manages supporting areas to include Storeroom and Toolroom operations, Subcontracting, and Rental Equipment Management. Additionally, the position oversees the development and implementation of the Procurement Department's standard procedures, policies and working practices through all areas of responsibility.
The position is located onsite in Norfolk VA and may require hours beyond a standard work week to support business operations, as needed. Position may require limited travel.
ESSENTIAL DUTIES AND RESPONSIBILITIES:• Manage department operations and personnel through subordinate supervisors and managers.• Develop, implement, train, and oversee Procurement Department policy.• Coordinate Procurement efforts with other departments.• Develop and manage business relationships with external material and service providers.• Negotiate disputes and settlements with service suppliers as required.• Maximize utilization of existing business software, and research additional software solutions.• Standardize and document processes through CSI's Quality Management System.• Implement systems and operations to optimize utilization of shipyard assets and resources.• Research and implement Shipyard industry best practices.• Develop and provide accurate metrics and reporting to company business units and leadership.• Align daily operations with departmental and corporate strategic goals.• May represent company at various meetings, trade shows, etc.• Other duties as assigned.
QUALIFICATIONS:• Position requires bachelor's degree and at least 5 years relevant experience. Additional experience may be considered in lieu of degree.o Experience must include management-level support of procurement or procurement related responsibilities.• Expertise in Deltek Costpoint or comparable enterprise resource planning software.• Ability to develop and utilize various relational databases in a business environment.• Must be able to develop and utilize various relational databases in a business environment, with demonstrated analytical/quantitative skills, to create reliable data and metrics for use in developing assumptions and cases.• Aptitude to solve problems both independently and in groups.• Proven technical ability with the entire Microsoft Office product suite.• Must have excellent written and verbal communication abilities supported by strong negotiation, personnel leadership, and conflict resolution skills.• Ability to travel up to 10-15% of the time for business purposes (within state and out of state).

WORK ENVIRONMENT:General office environment. Work is generally sedentary in nature but may require standing and walking for up to 20% of the time. Lighting and temperature are adequate, and there is minimal exposure to hazardous or unpleasant conditions caused by noise, dust, etc. Work is generally performed within an office environment, with standard office equipment available.
