About ATOM Coalition

Launched in 2022 and led by the Union for International Cancer Control (UICC), the Access to Oncology Medicines Coalition (ATOM Coalition) is a global initiative bringing together over 40 partners committed to addressing the challenges of availability, affordability, and appropriate use of oncology medicines in low- and lower-middle income countries (LLMICs).

The work of the ATOM Coalition extends beyond short term solutions with a focus on addressing system-level barriers that limit patient access to quality and timely oncology medicines. These include strengthening regulatory processes, supply chain management, pathology and diagnostic infrastructure and appropriate clinical use. The work of the Coalition also offers health financing and access solutions which combine to create a comprehensive support package for companies, countries and patients. The following Terms of Reference have been developed to engage an expert consultant to support the ATOM Coalition Secretariat in designing a monitoring and evaluation framework and key programme metrics fit-for-purpose for the Coalition as it moves into the implementation phase of its varied country-level projects, which encompass capacity strengthening, health financing and access programmes .

Working in close collaboration with the ATOM Secretariat team and UICC senior leadership, the consultant will provide recommendations on a M&E framework best suited for the Coalition based on an extensive review of ATOM's operational and strategic plans, outreach to key stakeholders, and landscaping of M&E frameworks of similar Coalition-based initiatives. The consultant will also lead a workshop to fine-tune the framework with ATOM technical and senior-level staff and produce a final report including proposed recommendations on framework design, core indicators and resourcing required to embed the M&E component within the ATOM operational and programme model.

Main responsibilities

• Review ATOM's current operational and strategic plans and other relevant materials to gain insight on the Coalition's overall goals and objectives to support increased access to essential cancer medicines and health systems strengthening.
• Conduct in-depth interviews with the ATOM Secretariat team, UICC senior leadership, selected ATOM partners and other key stakeholders to identify critical outcomes to be prioritised within the overall framework, assessing the potential to leverage M&E systems and processes currently used by ATOM partners.
• Implement a landscaping exercise to assess M&E programmes for similar coalition-based global health initiatives to help identify the best approach for the ATOM Coalition moving forward.
• Conduct an assessment of previous and existing metrics aimed at measuring “access to medicines and diagnostics” and provide recommendations on feasibility for implementation and tracking.
• Draft an initial report with recommendations on framework design and proposed implementation approach.
• In collaboration with the ATOM Secretariat team, design and implement a two-day workshop to present initial recommendations and reach consensus on best approach and priority indicators to appropriately track outcomes on medicines access, health systems strengthening activities, and operations.
• Provide a final report detailing recommended M&E framework, key indicators, implementation action plan and resourcing required to embed the M&E component within the current ATOM programme model.

Skills and competencies required for the role

• Advanced degree in Health Systems Monitoring and Evaluation Design
• Minimum 10 years ofexperience designing and implementing M&E programmes focused on medicines access and health systems strengthening
• Proven experience designing and implementing impact evaluations for access to medicines and health systems strengthening
• Proven experience in developing M&E programmes for coalition-based global health initiatives to support LLMICs.
• Proven experience working on M&E for initiatives that have a broad range of stakeholders, including the private sector, global health and national level
• Previous experience working on medicines access initiatives focused on oncology with private sector partners.

Skills

• Strong writing, communication and presentation skills.
• Competency in relevant M&E software and data collection programmes
• English language fluency, Spanish and French competency desirable
