Salary Range: $97,356 - $130,992 Annually

This is a telework eligible posting. The candidate of choice may work from anywhere within Washington state. Travel may be required.

The Washington State Department of Corrections has an exciting opportunity for a demonstrated technology guru, who is collaborative and able to architect solutions to complex problems, to join the Information Technology team as an IT System Administration Manager! The goal of this position is to serve as the designated high technical and organizational level authority for the vendor applications unit supporting the agency's high risk, mission critical vendor supported applications.

As a leader in the IT team, you will be responsible for a group of application system administrators that support 3rd party applications. You will have primary decision-making authority in areas of the Department's applications support processes, application best practices, and infrastructure requirements for production applications and projects. The position also serves as the liaison between the business and IT within the scope of vendor applications.

This multi-faceted role monitors vendor compliance, and facilitates contract discussions and implementation activities for new applications and enhancements. The systems currently supported by this unit include OnBase, CePrison, CeField, ATLAS, and many others. You will interact often with Executive Management, IT management, business application owners, and senior technical staff to align the direction of the vendor application managers to ensure operational needs are met.

As an IT System Administrator Manager, some of your duties will include:

  • Supervising and directing work completed by System Application Analysts responsible for the Department's vendor supported applications which includes:
    • Supervising, providing leadership, direction, and mentorship to the staff responsible for the Department's vendor supported applications to ensure the applications are properly maintained including implementing upgrades to systems, coordinating troubleshooting and problem resolution, evaluating, and if applicable implementing enhancements, providing technical support for new development projects etc.
    • Assuring that projects assigned are completed timely and meet the requirements that were established for them
    • Maintaining working knowledge of each application and can accurately articulate system requirements, system issues etc
    • Serving as the primary communication point with vendors, executive management, and business application owners for supported applications
    • Creating and maintaining application support redundancy by cross training staff in other applications to ensure maximum benefits to the Agency
  • Interacting with executive management using the ability to translate technological options into business terms and to create technology solutions to mission critical business problems
  • Interacting with all Application and Operations staff and with Vendors to align processes and procedures to support best practices that enable consistent system administration and user expectations
  • Other duties as assigned

What we need (required qualifications):

  • A Bachelor's degree in computer science or related field

AND

  • Seven (7) years of information technology experience consulting, analyzing, designing, programming, installing and/or maintaining computer software applications, hardware, telecommunications, or network infrastructure equipment, directing projects, providing customer or technical support in IT OR administering or supervising staff who performing work in any of these information technology disciplines
    • Graduate training in a related discipline may substitute for up to one year of experience

OR

  • An Associates degree in computer science or a related field

AND

  • Two years of IT related training and progressive (continuing to grow professionally) professional IT experience

AND

  • Seven (7) years of information technology experience consulting, analyzing, designing, programming, installing and/or maintaining computer software applications, hardware, telecommunications, or network infrastructure equipment, directing projects, providing customer or technical support in IT OR administering or supervising staff who performing work in any of these information technology disciplines
    • Graduate training in a related discipline may substitute for up to one year of experience

OR

  • A high school diploma or equivalent

AND

  • Four years of IT related training and progressive (continuing to grow professionally) professional IT experience

AND

  • Seven (7) years of information technology experience consulting, analyzing, designing, programming, installing and/or maintaining computer software applications, hardware, telecommunications, or network infrastructure equipment, directing projects, providing customer or technical support in IT OR administering or supervising staff who performing work in any of these information technology disciplines
    • Graduate training in a related discipline may substitute for up to one year of experience

  • Professional working experience with one or more of the following Department of Corrections applications: OnBase (DOC's enterprise content management system), CePrison (prison kiosk, visitation), CeField (community corrections kiosks), ATLAS (used for roster management, assignments, bidding, and feeds the state's payroll system for custody hours), Contract Management System, CIPS (DOC's central pharmacy system), TAS (agencies Trust Accounting System which tracks all incarcerant funds), WOMS (Washington Offender Management photo system), ALF (Accounting for Local Funds)
  • One year of work experience leading, managing, supervising a diverse team
  • Professional experience in directing, implementing, and overseeing application vendor management

Telework Details

This position may be allocated for telework. Work may be performed from your home or another offsite location within the state of Washington using a reliable internet or cellular hotspot service at that time. Employees are expected to perform assigned duties in a safe manner, to take proper care all state-issued equipment, and maintain confidentiality of all information in possession while working offsite. Employees will be required to commute to a Department of Corrections facility or field office as business requires, to potentially include components of the onboarding process. Some offices will have a “drop in” area available, however, a dedicated workspace within a DOC facility will not be provided.
