Job Description: As an IT Project Manager, you will lead the full lifecycle implementation of a new Software System. This highly visible role will drive a complex, multi-department effort across planning, procurement, implementation, and stabilization phases. The successful candidate will coordinate with internal stakeholders, external vendors, and public safety entities to ensure timely, secure, and effective system deployment aligned with operational needs and compliance standards. Key Responsibilities:
- Lead end-to-end implementation of CAD, RMS, and JMS systems
- Manage the RFP process, vendor selection, and third-party consulting engagements
- Translate business workflows into system requirements and functional specifications
- Develop and manage project plans covering schedules, budgets, risks, and communications
- Coordinate with Police, Fire, Sheriff, IT, legal, procurement, and vendor teams
- Facilitate workshops, vendor demos, requirement gathering, and success metric definition
- Oversee integration with state and federal systems, including NCIC and NIBRS
- Manage change control, communication strategies, training, and go-live support
- Ensure compliance with CJIS security standards and public safety data policies
- Track performance, resolve issues proactively, and ensure minimal operational disruption
- Prepare comprehensive documentation and stakeholder reports
Required Skills, Experiences, Education, and Competencies:
- Bachelor's degree in Information Technology, Public Administration, Criminal Justice, Business, or a related field
- 5+ years of experience managing enterprise software or system implementations
- Proven track record in cross-departmental or multi-agency project delivery
- Understanding of public safety operations including dispatch, records, and jail workflows
- Proficiency in Microsoft Project, SharePoint, Teams, and Office/M365
- Experience managing third-party vendors and software integrators
Preferred Qualifications:
- PMP and/or ITIL certification
- Experience with CAD/RMS/JMS platforms such as Tyler, Hexagon, Central Square, or Motorola/Spillman
- Familiarity with CJIS compliance, NCIC access, and incident-based reporting standards
- Experience using SmartSheet or quick adaptability to new PM tools
- Strong communication skills and ability to engage technical and non-technical stakeholders
- Ability to remain calm, organized, and decisive in high-pressure public safety environments
