We are searching for someone who will have at least 3+ years of experience managing information technology (IT) projects, with an emphasis on web-based application development projects. This position will manage the development and implementation of IT projects that have both agency and state-wide impact and have significant complexity. You will develop requirements, identify stakeholders and their needs; build and define project plans; establish staffing, resources and management support; establish the project's critical path, resource loading, and leveling; estimate project costs and time requirements; manage change and keep the project on course and schedule; follow established PMO processes; monitor work progress; and maintain ongoing status reporting. The chosen candidate will ensure the hardware and software meet the agency's security requirements; create and coordinate testing plans, including accessibility testing.

This position is currently a hybrid of in-office (2 days a week required in office and any mandatory meetings) and remote work days (work must be performed in Utah). Please note, remote work eligibility is determined by agency management and is subject to change at their discretion at any time and for any reason. The position will report to The Department of Health and Human Services, Cannon Health Building, 288 N 1460 W, Salt Lake City, UT 84116.

The Agency

Primary Duties (This is not an all-inclusive list):

  • Manage projects through the entire project life cycle.
  • Facilitate meetings with stakeholders from multiple levels and functions.
  • Work closely with the customer to capture product requirements/user stories.
  • Create and maintain project documentation.
  • Maintain ongoing status reports.
  • Monitor project budgets, including expenditures and projections.
  • Coordinate with management, users, and vendors to resolve issues and coordinate services.
  • Contribute to problem resolution; approve system changes and set project priorities.
  • Coordinate projects ensuring controls, quality, and procedural efficiency.
  • Set goals, establish priorities, manage resources, review project progress, and make management decisions.
  • Provide technical assistance on agency issues, services, programs, and hardware/software.
  • Other tasks as assigned.

Required Qualifications:

  • Excellent customer service skills.
  • Ability to use logic to identify key facts, explore options, and propose solutions.
  • Establish objectives and strategies to achieve them.
  • Manage projects through the SDLC.
  • Manage project costs and resources.
  • Clear, concise verbal and written communication skills.
  • Coordinate tasks among people and groups.
  • 3+ years IT Project management experience.
  • Knowledge of principles of meeting management, quality management, diversity management, conflict management, project management, and administrative management.
  • SAFe Methodology experience preferred.
  • Employment contingent on passing a drug screening and background check.
  • Physical demands include typical office activities; no special physical requirements.
  • Preference may be given to current DTS employees.
  • DHRM Rules apply for promotions and transfers.
