Job Title: IT Project Analyst/Manager Job Location: Chapel Hill, NC (Onsite) Job Type: 11 Months (High Possibility of Extension) Job Description: Position Summary / Primary Purpose of Position: This position serves as Energy Services' IT Project Analyst, collaborating with technical engineers and acting as a technical liaison with other IT entities on campus. Key Responsibilities:
- Provide IT technical expertise and consultation to Energy Services managers, engineers, and staff
- Serve as a subject matter expert for the department in designing systems infrastructure to resolve recurring issues
- Provide technical consultation and project management on complex IT projects
- Assist with the installation, modification, or enhancement of utility operating and control systems
- Coordinate IT planning with department leadership, Finance & Operations IT, ITS, and other campus stakeholders
- Assist with Energy Services IT resource planning and budget development
- Provide expert-level troubleshooting and problem-solving for complex technical issues
- Learn and apply new technologies, equipment behaviors, and diagnostic methods quickly
- Manage multiple assignments while maintaining strong attention to detail
Minimum Education and Experience Requirements:
- Bachelor's degree in Computer Science, Computer Information Systems, Computer Engineering, or a closely related field from an appropriately accredited institution and three (3) years of experience in operations analysis and design, systems programming, or a related area OR
- Bachelor's degree in any field from an appropriately accredited institution and four (4) years of related experience OR
- Associate's degree in Computer Information Technology, Computer Engineering Technology, or Networking Technology and five (5) years of relevant experience OR
- An equivalent combination of education and experience

Technical & Operational Requirements:
- Must be able to legally operate a motor vehicle throughout the Town of Chapel Hill
- Safe use of hand tools, including power drills and cutting equipment
- Ability to identify and mitigate safety hazards (physical, electrical, chemical, biological, etc.)
- Availability to respond to emergencies when not on official leave
Work Conditions & Expectations:
- May require work during off-hours, weekends, or holidays based on needs
- Frequent interaction with vendors, technical staff, and campus employees
- Must communicate courteously and professionally in all situations
Preferred Qualifications, Competencies, and Experience:
- Minimum 3 years of experience with:
- Microsoft Active Directory in a medium-to-large enterprise
- Microsoft desktop and server operating systems
- Strong knowledge of:
- DNS, DHCP, VLANs, firewall rule configuration
- Group Policy management and implementation
- Proficiency in Microsoft SCCM, including:
- Software/update deployment
- Application/package creation and distribution
- Scripting and programming experience with:
- Experience working with SQL Server:
- Writing/optimizing queries
- Understanding of table structures
- Web application development knowledge for troubleshooting and maintenance
Special Physical / Mental Requirements:
- Must be able to:
- Lift/move up to 50 pounds with or without accommodation
- Work in extreme weather (heat, cold, sun, rain, wind)
- Travel across the campus and surrounding areas, often on foot
- Use hand tools (e.g., screwdrivers, wire cutters)
- Perform tasks on ladders or in enclosed spaces
- Work may occur in construction/renovation areas; PPE will be provided
- Appropriate clothing (full-length pants, closed-toe shoes) required at all times
- May work in environments such as:
- Hospitals
- Chemical and radiation storage facilities
- Warehouses
- High-traffic parking areas
- Must be able to distinguish colors and shapes accurately for technical work
