This position is in the Information Security Office, at SCDMV Headquarters, Blythewood, SC.

Responsibilities
  • Manages the daily activities of the security team and coordinates security activities with affected groups ensuring adherence to established security controls. This position also manages personnel working after hours. Uses the IT trouble ticket tracking system to create, monitor and close tickets.
  • Supervises the monitoring, analysis and threat mitigation of DMV's environment. Provides expert level direction to other security team members on the application and use of various security related tools and associated software and hardware to include ensuring all security tools are utilized for full functionality. Supports data governance, risk management, and compliance through security policies, procedures, training, and audits.
  • Oversees the mitigation and resolution of security related issues discovered in DMV's environment to ensure timely response efforts. Responsible for coordinating and communicating with departments about security issues related to their areas. Collaborating with others, leads the development of action plans for timely mitigation and remediation of security vulnerabilities.
  • Provides IT Management and Information Security Officer with short/long-term business planning, budget forecasts, operational policies, organizational procedures, and configuration management plans.
  • Conducts research and evaluation of current and emerging security technologies to influence the design and implementation of the agency's security information technology systems and infrastructure, to enhance the effectiveness of security controls, processes, and procedures.
  • Manages full-time and contractor personnel including: performance evaluations, training, mentoring, corrective actions, employee recognition, recruitment, and termination.
  • Performs other related duties as may be assigned by the Information Security Officer. In addition, utilizes available network and software tools, DMV policies, processes, and procedures to detect, identify, troubleshoot, isolate, and correct data/equipment/network related security issues. Provides updates through email and ensures the CIO and ISO are informed of all actions performed or needed.
Minimum Requirements
  • A bachelor's degree in communications, business administration, information technology, mathematics, statistics, management information science or a related field and experience in telecommunications, data processing and/or information technology. Relevant experience may substitute for the bachelor's degree on a year-for-year basis.
Agency Requirements
  • Must complete a nationwide criminal background check to include finger printing.
Additional Requirements
  • Knowledge of principles and techniques of planning programs and work activities in a data processing environment.
  • Advanced knowledge of and experience using security related hardware and software (response automation, IPSs, firewalls, penetration testing tools, SIEMs, packet sniffers, and security monitoring tools).
  • Effective oral and written communication skills.
  • Ability to work with users, vendors, staff, and management to establish requirements, proposals, and technical documentation.
  • Ability to manage, coordinate, plan, lead, instruct and review the work of technical staff.
  • Develop and maintain effective working relationships.
  • Works under the general guidance of the Information Security Officer.
  • Employee has general discretion to use own good judgement in accordance with industry best practices and agency procedures.
  • Knowledge of agency needs/priorities.
  • Ability to manage a team of security technicians.
  • Ability to plan/supervise the implementation of short/long-range security indicatives and goals.
  • Possess a valid SC Driver's License.
  • Ability to work outside normal business hours.
  • Will be required to have an Agency issued phone and reachable with it at all times.
  • Must live within 40 miles of agency headquarters (Blythewood SC).
Agency Preferred
  • A bachelor's degree in information technology, computer science or related field and experience in the information technology field to include a minimum of five (5) years in security-focused role and three (3) years in a management position managing a team of security technicians.
  • PowerShell scripting.
