The agency's Workforce Technology Division (WTD) provides reliable, integrated and effective solutions to increase efficiency while providing a secure technology environment for employees and constituents. In addition, The WTD evaluates, procures, and implements appropriate technology tools to support agency goals as well as promoting continuous improvement in operations. Why does the job exist? Agency data has been a critical asset requiring necessary attention as more efforts towards data-driven decision making in New Mexico gain momentum. There is an agency need on oversight in the methodology of how data assets are being maintained and shared requiring focused awareness on the topic. Due to the current and future focus on the departments valuable data, Workforce Solutions has an immediate need for a Data Steward position. The Data Steward works closely with technical and business staff to ensure the quality, integrity, and governance of data assets within the department through data profiling, data cleansing, management, and promoting a data-driven culture. Data Stewards are responsible for the analysis and assessment of agency data to ensure proper utilization and quality of all systems. The Data Steward works under general supervision, utilizes tools, and applies specialized skills to ensure the quality of data is at a high level and is accurately reported to constituents. Executing data related tasks includes programming, analysis, design, documentation, developing, implementing, modifying, and maintaining data assets of all agency systems and service programs. How does it get done? This position is responsible for agency data assets and works closely with all stakeholders to ensure proper utilization and data quality. Primary responsibilities include duties related to the development, implementation, and continual improvement of agency's support by working with staff to promote service transparency and data driven decisions toward department goals. Common duties include conducting periodic assessments, audits, and deep dive sessions to understand system data flows. The fulfillment of agency ad-hoc and/or recurring data requests to support agency initiatives, legislative inquires, and transparency toward data-driven directives. This position requires skills to comprehensively understand complex systems and analyze data to identify opportunities of improvement on the methods data is registered, tracked, and reported to stakeholders. In addition, this position is responsible for actively contributing to the agency's data governance policy and procedures by ensuring contents are in accordance with statutes, standards, and regulations. Who are the customers? This position serves The State of New Mexico and its citizens, employers, staff, and third party administrators. This position works closely with staff on data related topics to perform documentation, requirements, analysis, development, and testing of data requests and visualizations. Ideal Candidate Prior technical experience with the data assets of complex software systems and understanding of common challenges with quality assurance. An extensive understanding of relational, NoSQL, and cloud databases to include Oracle, SQL Server, MongoDB, and Salesforce. Knowledge of a variety programming languages to assist in job duties such as C#, C++, Java, SQL as well as Python or R. Experience with data tools such as Tableau, Looker, Database Clients, Excel, IBM Analyst Notebook, Oracle Data Integrator (ODI), and Oracle Enterprise Data Quality (EDQ). Experience working in cloud platforms. Ability to work with stakeholders and producing the best way to present to the targeted audience. Ability to communicate and present complex data concepts and provide plan for action. Experience developing and enforcing data governance within an organization while collaborating with stakeholders on the continual improvement of policy and procedures. Knowledge of regulation and standards compliance; risk assessment and management. Minimum Qualification Bachelor's degree in Computer Science, Data Analytics, Informatics, Software Engineering, Information Technology, or related field and two (2) years of experience in master data management, data analytics, data engineering, or a related area. Any combination of education from an accredited college or university in a related field and/or direct experience in master data management, data analytics, or data engineering totaling six (6) years may substitute for the required education and experience. Employment Requirements Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.
