Salary: $76,941.00 - $111,433.00 Annually Location : Apache Junction, AZ Job Type: Full-Time Job Number: 202500103 Department: INFORMATION TECHNOLOGY Opening Date: 07/31/2025 Closing Date: 8/14/2025 5:00 PM Arizona Description(Anticipated Hiring Range: $76,941 - $80,837/annually) Positions assigned to this class are responsible for the development (configuration and programming activities), architectural design, administration, training, and support of city business-critical applications. Performs database design and integration, systems analysis, creates custom reports, and provides support and assistance for system users. Formulates and defines system scope and objectives to develop new or modify existing business applications. Designs, codes, tests, troubleshoots, and supports and maintains business applications and\or programs. Establishes and maintains effective vendor relationships to ensure continued support. Essential Duties The following are intended to describe core work functions of this classification. While the level and broad nature of essential duties may not change, specific work tasks may vary over time depending on the City's needs.
  • Design and develop new business applications or enhance existing ones based on defined objectives and system requirements. Configure and program software to meet business needs.
  • Maintain security and integrity controls of the application system software tools and various databases. Add and remove users to the applications and determine data ownership, workflows, access and modification rights.
  • Provide leadership and oversee the day-to-day operations of the department application systems; provide technical leadership to project teams including software upgrades; resolve application related system performance issues and perform quality assurance.
  • Report status updates, project outcomes and/or risks to the appropriate management channels.
  • Create custom reports, logs, and provide technical support to system users.
  • Creates functional design documents and other documents for end users for reference and training purposes including SOPs, training content, workflow diagrams, manuals, etc.
  • Manage relationships with vendors to ensure reliable support and service delivery. Establish and maintain relationships with appropriate internal and external stakeholders for project coordination.
  • Analyze project progress and, when necessary, adapt scope, timelines, and costs.
  • Establish and maintain project processes to set project quality and performance standards.
  • Structure and manage integrated, multi-track project performance databases for internal clients and develop and maintain partnerships with outside resources.
  • Participate in on-call rotation.
  • Support the City's policies, goals, and objectives and work with management and other staff to ethically achieve such goals and objectives; ensure compliance with safety procedures.
Minimum Qualifications Education and Experience Graduation from a college or university accredited by an agency recognized by the U.S. Secretary of Education or Council for Higher Education Accreditation (CHEA) with a Batchelor's degree in Management Information Systems, Computer Science, Information Technology, or closely related field and four (4) years of paid full-time experience in implementation of IT infrastructure, system integration and/or software applications, or an equivalent combination of education and experience. Professional Certified Associate in Project Management (CAPM) highly desired. Supplemental Information Knowledge
  • Cloud and on-premises software platforms for maximum usability, Microsoft Office 365 applications, Laserfiche, SharePoint, PowerShell, SQL programming, XML, or Tyler Technologies MUNIS ERP (Enterprise Resource Planning) system experience are desirable.
  • Previous success in producing deliverable software platforms.
  • Strong attention to deadlines and budgetary guidelines.
  • Analyzing and manipulating data.
  • Supporting Microsoft Teams, PowerApps, Power BI, and Microsoft Exchange.
  • Experience coaching and educating project teams to strengthen team members' capabilities and skill sets.

Pre-employment Requirements Candidates who are selected for appointment may be required to be fingerprinted, if 18 or older; successfully complete a background investigation, employment verification and may be subject to a drug/alcohol test. Candidates who are appointed will be required to possess a valid driver's license to operate a vehicle in Arizona or meet the transportation needs of the position. License/Certification CJIS level D compliance test completion required after hire date. Professional certification PMP (Project Management Professional) Certification is highly desired. Physical Demands and Work Environment Work is performed in a standard office environment with some stooping, bending, stretching, standing, frequent sitting, and continuous operation of a personal computer. Physical dexterity is required to work in confined spaces and use precision tools and equipment; requires vision capacity to perform fine calibrations. May be required to perform a full range of motion with moving, lifting and/or carrying items weighing up to 25 pounds.
