Business & Licensing Division
The Business and Licensing Division receives filings such as business and nonprofit registrations, trade names, secured liens, notary public applications, bingo and raffle reports, Universal Commercial Code (UCC) filings, and charity registrations. Additionally, the Business and Licensing Division licenses durable medical equipment providers, promotes availability of government data, processes fraudulent business filing complaints, and makes performing rights society information accessible. Most filings are submitted electronically, and the Department disseminates this information to the public through its website.
The Investigative Unit
This work unitcarries out this mission through various stakeholder outreach, assistance, education methods and where needed, enforcement activities, with a focus on helping stakeholders come into compliance in lieu of disciplinary measures being applied, consistently improving service to our customers. Through our outreach, we strive to address the needs of a diverse population and respond in a culturally appropriate way, so as to be understood by that diverse population. Their customers include nonprofits and charities, charitable gaming licensees, bingo hall owners, games managers, bingo players, manufacturers, suppliers, notaries public, notary training providers, remote notary providers, and licensed durable medical equipment companies. The Investigations Unit exercises statutory authority under the Charities, Bingo-Raffle, Notary, and Durable Medical Equipment laws to conduct investigations into alleged violations of these programs. Investigations may originate from constituent complaints or be initiated internally based on identified concerns. In all instances, the unit operates strictly within the scope and subject matter defined by its legal authority.
When matters fall outside the units jurisdiction, it coordinates with appropriate external entities, such as District Attorneys, the Attorney Generals Office, or local law enforcement, to ensure that complainants are directed to the proper resources.
As part of its mission, the unit emphasizes voluntary compliance through proactive outreach, education, and technical assistance. Enforcement actions are pursued when these efforts do not achieve the desired compliance.
The Investigative Unit strives to address the needs of this diverse population, and uses data to identify inequities, which then drives our policy decisions.Illustration of some key duties:
As the Investigations Unit Manager, you will be the leader of our Investigations Unit by providing coaching and guidance to unit employees, and assigning case work while also managing performance and productivity. In addition, you will serve the Colorado community by coordinating and conducting investigations, trainings, and outreach around Bingo/Raffle, Charities, and Notaries Public programs to ensure compliance with regulations and standards.

H6K3XX COMPLIANCE INVESTIGATOR II MINIMUM QUALIFICATIONS:This position requires a total of 6 years of professional experience and/or education in a field of study related to the work. To be considered for this position, your application must clearly demonstrate that you meet one of the following options outlined below:
OPTION 1 Experience
Six (6) years of professional experience which include evaluating records and documents to determine eligibility and identifying compliance issues that require follow-up and/or investigation; interviewing relevant or affected parties to obtain additional information and to clarify facts to assist in resolution of issues; and making final determinations of outcomes and resolutions. Experience must include leading the work of others through managing task assignment, coaching and mentoring, and measuring productivity.

A combination of related education and/or relevant experience as defined in Option 1 to equal six (6) years. Related education includes accredited course work in Criminal Justice, Political Science, Law Enforcement, Law, Finance, Business, Psychology, Sociology, or another closely related field.

A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work.
