What we are looking for: As the Chief Internal Auditor, you will manage and execute the Department's internal audit function by providing systematic, disciplined, and objective reviews that improve the Department governance, management, internal control, operations, and overall assurance the mission and objectives will be attained. The position is responsible to ensure that key duties of the program are planned and executed in accordance with the International Professional Practices Framework (IPPF) and Oregon Administrative Rule (OAR) 125-700. The key duties of this position are to:
  • Establish and maintain a current and relevant Internal Audit and Audit Committee Charter.
  • Perform an Annual Agency-wide Risk Assessment that identifies high risk areas and functions to be included in the Annual Audit Plan. Ensure that the Annual Audit Plan is updated to reflect changes due to risks or management needs.
  • Perform independent and objective reviews according to the Annual Audit Plan.
  • Provide timely reports from the review activities and distribute the results appropriately.
  • Enhance the department's operational capabilities through consults within areas of concern to facilitate continuous improvement and service delivery modernization.
  • Conduct follow-ups of internal and external audits and inform the ODF Audit Committee and management on the status of the implementation of recommendations within the Department.
  • Provide timely reporting to the ODF Audit Committee, Department managers, Board of Forestry, and DAS.
  • Obtain sufficient training to maintain proficiency and achieve sufficient CPE according to certifications.
  • Serve as the department's liaison with the Oregon Secretary of State.
Minimum Qualifications Five years of experience managing an auditing program or leading a team engaged in professional-level auditing, investigations, compliance, policy/program, or work closely related to the agency mission OR A bachelor's degree in a business-related field such as business or public administration, finance, economics, computer science, accounting, or a field specific to the Agency's mission AND two years of experience managing an auditing program or leading a team engaged in professional-level auditing, investigations, compliance, policy/program, or work closely related to the agency mission OR An equivalent combination of education and experience. Note: Driver's License Check - This position requires the operation of a state vehicle for the purpose of conducting official State business. If your license is from outside Oregon, you must submit at least a three-year court/DMV printout. If you have an Oregon driver's license, a record check will be conducted on the top candidate to ensure a valid license and acceptable driving record. Desired Skills:
