Job Description :
1.PURPOSE: This scope of work is for Data Modeler services to support the centralization and cloud-modernization of the Department's Health Management System (HMS). Contractor will provide these services to the Florida Department of Health (Department). 2.TERM: This scope of work will begin on 3/1/2024 or the date on which the purchase order is issued, whichever is later. It will end at midnight, Eastern Time on 6/30/2026. The State of Florida's performance and obligation to pay under this purchase order and any subsequent renewal is contingent upon annual appropriation by the Legislature and satisfactory performance of the Contractor. 3.LOCATION OF WORK: The worksite for this scope of work is the following location(s): Florida Department of Health Office of Information Technology (Client) Bureau of Clinic Management and Informatics 4052 Bald Cypress Way Tallahassee, FL 32399 4.CRIMINAL BACKGROUND SCREENING: The Department will conduct a criminal history record check, including fingerprinting, on the consultant assigned by the Contractor prior to the consultant commencing work for the Department. The Department retains sole discretion as to whether the results of the criminal history record check will result in the Contractor's employee being disqualified from performing services pursuant to this agreement. 5.CONTRACTOR QUALIFICATIONS AND EXPERIENCE: The Contractor must possess the following minimum qualifications and experience:
  • 5 years of demonstrated experience using master data management (MDM) tools and platforms, such as Informatica MDM, IBM InfoSphere, SAP Master Data Governance, or others. Familiarity with configuring, customizing, and managing these tools is required.
  • 5 years of documented experience data modeling, database design, and familiarity with various database technologies, both traditional (like SQL databases) and modern (like object-oriented (IRIS/Cache, NoSQL databases)).
  • 2 years of documented experience with cloud platforms such as Amazon Web Services (AWS), Azure, or Google Cloud, including knowledge of cloud-based data storage, processing, and management services.
  • Documented experience in integrating data from various sources into a centralized system, including migrating data to cloud environments, while ensuring data quality and consistency.
  • Comprehensive knowledge of MDM principles, practices, and technologies. This includes the lifecycle of master data, data governance, data quality, data stewardship, and data integration.
  • Knowledge of data governance frameworks and compliance regulations, like the Health Insurance Portability Accountability Act (HIPAA), relevant to data management and privacy.
  • 6.CONTRACTOR RESPONSIBILITIES:
  • SERVICE TASKS : Contractor will perform the following tasks in the time and manner specified:
  • Develop and maintain the data dictionary for the HMS at the direction of the Department.
  • Fully define all data elements including detailed description, purpose, business constraints, and relationships to other elements.
  • Develop and enforce naming conventions and data standards to ensure consistency across the application. This may include standard formats for dates, monetary values, or unique identifiers.
  • Ensure that the data dictionary is integrated into the software development lifecycle. It should be a reference point for developers, database administrators, and analysts during design, development, and testing phases.
  • Implement processes to ensure the data dictionary is up to date with any changes to the application's data structure or business rules as directed by the Department.
  • This includes adding new data elements, modifying existing ones, or removing obsolete ones.
  • Implement version control and change management processes to track changes made to the data dictionary over time.
  • Ensure the data dictionary is accessible to all relevant stakeholders, including development teams, database administrators, business analysts, Department Program Areas, and HMS end users as directed by the Department.
  • Provide subject matter expertise for the implementation of a master patient index (MPI) for the HMS at the direction of the Department.
  • Evaluate the HMS to understand its structure, data quality, integration points, and existing data issues and limitations.
  • Collaborate with the Centralization of HMS (CHMS) Project Team to define and implement processes to standardize and clean patient data to ensure accuracy and consistency. This involves resolving duplicate records, correcting errors, and ensuring data conforms to defined standards.
  • Develop data governance policies specific to patient data, focusing on data quality, privacy, and security, especially in compliance with healthcare regulations like HIPAA.
  • In collaboration with the CHMS Team, provide subject matter expertise to design the architecture of the MPI system for a cloud environment, ensuring it is scalable, secure, and compliant with healthcare standards.
  • pply advanced MDM techniques to manage and maintain the integrity of patient data across systems. This includes implementing rules for data matching, merging, and linking patient records.
  • Develop and define a master data management strategy that aligns with the Department's HMS centralization and modernization objectives as directed by Department.
  • Perform data assessment specifically identifying data quality issues, inconsistencies, and redundancies across the HMS Databases.
  • Define quality control strategies for monitoring the consolidation of HMS databases.
  • Define and implement processes to manage the deduplication of patient records.
  • Complete job-required training as assigned by the Department. Submit verification of completion for each training (i.e. completed sign-in sheet, certification of completion, etc.) to the Department Contract Manager as directed by the Department.
  • 6.1.5.DATA SECURITY AND CONFIDENTIALITY TASK: The Contractor, its employees, subcontractors, and agents must comply at all times with all Department data security procedures and policies in the performance of this scope of work as specified in the Data Security and Confidentiality document attached to the purchase order. 6.2.DELIVERABLES: Contractor will complete and submit the following deliverables to the Department in the time and manner specified:
  • Monthly: Provision of Data Modeler Services in the time and manner specified in Tasks 6.1.1. - 6.1.4.
  • 7.METHOD OF PAYMENT:
  • purchase order will be issued to the Contractor.
  • The method of payment for this purchase order is unit rate.
  • The Contractor will not receive payment in advance for goods or services described in this scope of work.
  • The Contractor must submit an invoice monthly that provides a detailed accounting of the deliverables performed during the invoice period for which payment is being requested.
  • The Contractor is responsible for the performance of all tasks and deliverables contained in this scope of work.
  • 8.PERFORMANCE MEASURES AND FINANCIAL CONSEQUENCES: All deliverables and related tasks must be completed 100% as specified. Failure to satisfactorily complete or submit a deliverable in the time and manner specified will result in a financial consequence as indicated below:
  • Failure to complete and submit Deliverable 6.2.1. in the time and manner specified will result in a payment reduction equal to 10 percent of the total monthly invoiced amount.
  • Failure to comply with Task 6.1.5., DATA SECURITY AND CONFIDENTIALITY will result in a payment reduction equal to 10 percent of the total monthly invoiced amount for each day the Contractor is not in compliance.
