In order to fulfill our mission of promoting safety, we have increased security at our institutions while leading the way in innovative restorative justice projects that will help offenders reintegrate into society upon release.As a member of the DPSCS team, you can have a fulfilling career, while also enjoying a wide range of benefits such as medical and dental coverage, paid time off (i.e. vacation, sick leave), becoming vested in the State pension, supplemental retirement options, and even joining the Maryland State Employees Credit Union.GRADEASTD9LOCATION OF POSITIONWashington County18601 Roxbury RoadHagerstown, MD 21746POSITION DUTIESThe Institutional Parole Associate position serves as the Commission's liaison within the Division of Correction (DOC) that facilitates the Commission's parole grant hearings and provides inmates with all the parole related rights and processes that are afforded under the law and the Parole Commission's policies and procedures.
  • Coordinating and communicating with institutional personnel, and offenders as the Commission's liaison in order to facilitate parole/revocation hearings.
  • Interviewing inmates to determine if they wish to proceed with a parole or revocation hearing and to inform them of their rights associated with the process.
  • Conducting file review and ensuring that all confidential information is removed and forms are signed appropriately.
  • Answering relevant procedural questions that inmates may pose in the course of file review.
  • Serving parole decisions, explaining the appeal process and providing offenders with appellate forms.
  • Assisting with open parole hearings to ensure that victims and/or representatives are apprised of the process and provided with the victim satisfaction survey.
  • Explaining the release process and special conditions and having offenders sign their release orders.
  • Facilitating/coordinating releases with other jurisdictions for offenders being released to detainers
  • Certifies service of written parole/revocation/suspension decisions upon offenders by obtaining signatures and completing data entry into PARIS.
  • Recording inmate requests for postponements.
  • Conveying necessary files and materials between institutional offices and Commission Headquarters.
Minimum QualificationsApplicants must meet all minimum (and selective) qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying.Education: Graduation from an accredited high school or possession of a high school equivalency certificate.Experience: Three years work experience involving public contact.Note : Candidates may substitute education at an accredited college or university at a rate of thirty credit hours for each year of experience for the required experience.Desired Or Preferred QualificationsPreference will be given to applicants who possess the following preferred qualification(s).   • Experience using the Offenders Case Management System (OCMS).
  • Experience working in a correctional setting.
LICENSES, REGISTRATIONS AND CERTIFICATIONSEmployees in this classification may be assigned duties, which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.Special Requirements
  • Employees in this classification may be required to have access to a motor vehicle. Standard mileage will be paid.
  • Employees in this classification may be required to work at other institutions whenever workload levels warrant reassignment.

  • Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date)
  • Annual Leave - ten (10) days of accumulated annual leave per year
  • Sick Leave - fifteen (15) days of accumulated sick leave per year
  • Parental Leave - up to sixty (60) days of paid parental leave upon the birth or adoption of a child
