DutiesSummary

The United States Capitol Police (USCP) safeguards the Congress, Members of Congress, employees, visitors, and Congressional buildings and grounds from crime, disruption, and terrorism. We protect and secure Congress so it can fulfill its constitutional and legislative responsibilities in a safe, secure and open environment.

Responsibilities

TheInspector reports to a Deputy Chief or above, or a civilian Office Director,and is responsible for directing and managing all Division operations to ensurethe protection and security of members of Congress, congressional staff andvisitors, and the continuation of government. As a commander, the Inspector hasthe responsibility for leadership and supervision of all assignedpersonnel.All command officials are expected to work together as ateam, demonstrating a strong commitment to the mission of the USCP.Administers and manages Department-wide policies and plans that guide dailyoperations, building methodologies for assessing threats and risks, assessingtraining relative to mission needs, estimating resource needs, developingresponse capabilities, and charting future Division strategies. In addition,incumbent is responsible for budgets; the use of overtime; the assignment ofwork; and developing and maintaining stakeholder relationships.Leads a diverse workforce of law enforcement officers and civilians, many ofwhom are represented by authorized bargaining units, towards successfulachievement of the Department's vision, mission, and goals. Provides aninclusive workplace that fosters the development of others, facilitatescooperation and teamwork, and supports constructive resolution of conflicts.Develops networks, builds alliances, and collaborates across boundaries tobuild strategic relationships and achieve common goals. Identifies the internaland external influences that impact the work of the Division and actsaccordingly to gain cooperation from others to obtain information and resourcescritical to accomplishing goals.Has overall responsibility, as well as delegated authority, for the oversightand administration of broad, emerging, and/or critical agency programs oroperations. Primarily responsible for the direction and management oflarge-scale Department programs and operations to efficiently achieve specifiedgoals and objectives. Evaluates current and proposed programs and operationsand recommends actions to initiate, modify, or discontinue projects as needed.Provides Division guidance to all subordinates on an executive level andpartners with other Inspectors and Deputy, Office Directors, and civilianmanagers in a variety of forums. Formulates objectives and priorities inconcert with their Bureau Commander. Implements plans, policies, and proceduresconsistent with the short- and long-term interests of the Division; anticipatesand promotes the linkage between operational and administrative functions inkeeping with the strategic direction of the Division; and adheres to theStrategic Plan of the Department and elements of the strategic Human CapitalPlan.Develops and implements the Division's operational readiness plans and programsin support of the Department's overall goals and objectives. Assumes or assignsIncident Commander responsibilities as appropriate and integrates resources andassets in resolving operational incidents at the most effective and efficientlevel. Informs USCP senior leadership on operational and administrativeresource allocations and response capabilities.Sets priorities, delegates work, and holds others accountable for high-quality,timely, and cost-efficient results. Ensures compliance of all internal controlsfor planning for and responding to emergency incidents as well asadministration of administrative activities within chain of command. Developsand implements Continuation of Operations Plan (COOP) and Continuation ofGovernment (COG) procedures in support of the Department's goals andobjectives.Establishes and maintains effective working relationships with co-workers andvarious stakeholders, including Members of Congress and their staff, otherlegislative and executive agencies, and distinguished members of the public.Establishes and maintains close and cooperative working relationships with USCPmanagement and other agencies in order to advance the programs and objectivesof the USCP.Provides leadership and management oversight for subordinate employees. Setsperformance goals through mentoring and effective communication. Providesinformal feedback and periodically evaluates staff on organizationalperformance. Resolves informal complaints and grievances. Takes personnelactions as necessary. Provides advice and counsel to staff members andsubordinate managers related to work and policy matters. Holds subordinatesaccountable. Requirements

o Must be a current USCP Captain and meet the qualification requirements. o Must complete a one-year probationary period. o Must be able to obtain and maintain a TS/SCI security clearance. o Must be able to satisfactorily perform the duties of the position.

Qualifications

Education

This job does not have an education qualification requirement. A bachelor's degree and/or master's degree is preferred, preferably in a law enforcement related field.

How You Will Be Evaluated

The Interview Panel will review materials submitted by the eligible applicants as well as applicant background, experience, and employment history, including any Inspector General audits, investigations, disciplinary history, and resume. The Interview Panel will interview the eligible applicants and score them on their responses to each interview question. Based on the interview scores and its review of all materials outlined above, the Interview Panel will provide recommendations to the Chief of Police for consideration. The Chief of Police will make final promotional decisions based on the recommendations of the Interview Panel, and an independent review of the eligible applicants' documentation/information.
